The City of Kent and Teamsters Local 117
The parties have met and discussed the issue of pavement rating in the Street
Division of the Public Works Department.
The City purchased a pavement management inventory system in 1983 that
included all field pavement condition rating of City streets. Since that time, the City has
been unable to maintain a regular inspection program.
The parties agree that the City will contract out pavement rating of city streets to
outside consultants or contract personnel. The level of work performed, by current
Teamster employees, in support of pavement rating shall not be reduced from current
practice. There is no intent on the part of the City to supplant Teamster bargaining unit
work.
The parties also agree to meet and review the hours and scope of the work
performed by the consultant selected by the City three months after the consultant
commences work on this project.
This memorandum of understanding fully incorporates the parties' understanding
with regards to the contracting out of pavement rating.
