Puget Sound Access (PSA)
Presentation Purpose
•To educate full council on the history and
purpose of the Community Access Television
Studio/Channel operated by PSA prior to
anticipated opening of Dec. 1, 2003
•To provide update of accomplishments
•To advise the City of their rights and
responsibilities
•To discuss benefits, impacts and issues
•To answer any questions you may have

•Nonprofit 501C3
•Provides Community Access for the cities of
Kent,Auburn, Burien, Renton, SeaTac&Tukwila
•Services provided via contracts with the cities
•Contracts require PSA to
• operate the facility
• create policies
•take on responsibility for programming
• provide training
• operate according to Federal&State laws
• market the facility

Funding
•Franchise obligation of AT&T to
provide, maintain and operate a Public
Access Facility.
• $3.7 million 1 time payment for
• start-up capital and
• basic operating expenses until
2011
• Placed in a charitable trust
• Relieves AT&T of all obligation

"To empower Puget Sound Access members
to produce television programming responsive
to the diverse range of perspectives, issues
and interests of their communities."

• PSA staff will contribute to programming
with community events and informational
programs of local significance

government and nonprofit agencies
• PSA will strive to become an integral part

representatives appointed by the cities
•Based on a membership model
•Broadcasts on Channel 77 on Comcast
Cable within the six cities
•Will reach approximately 65,00
households and serve potentially over

INFORMATION ONLY:
We will present the Draft 2004 Legislative Agenda and look forward to your
feedback. We also request direction regarding your preference for bringing back a
revised Agenda (based on your comments), whether it be through a committee or
directly to Council.
SUMMARY:
The City of Kent annually adopts a Legislative Agenda stating the City's legislative
positions and priorities. This document is used to communicate these priorities to Kent's
State Legislative representatives. The document also serves as a work plan for the
Mayor's Office staff and lobbyist in pursuing these issues during the 2004 Legislative
Session. During the Session we will provide Council regular Legislative updates and will
request direction on emerging issues as they arise.
