Dear Mayor Hogan:
Since the Central Alcoholism Agency has changed its
name to the Division of Alcoholism Services, it is
necessary that we execute a new two percent liquor
taxes and profits contract w1th your city. The attached
new contract reflects this change.
Please sign the four signature pages and return to this
office as soon as possible.

3 THIS AGRMEM made between RING COUNTY', hereinafter referred to as the
4 "County" and the CITY OF EEM ,hereinafter referred to as the
5 "City", covers the period froan the 1st day of January, 1979 to December 31,
6 1979.
7 WITNFSSEPH:
8 WHEREAS, under the provisions of R31 70.96 (S.B. 298, Ch. 77 Laws of
9 1972, Ex. Session) cities and counties are directed to expend no less than
10 two percent of their respective shares of liquor taxes and profits for the
11 support of an alcoholism program approved by the Washington State Department
12 of Social and Health Services; and
13 VR=MAS, in order to carry out the provisions of 109 70.92 (S.B. 298,
14 Ch. 77 Laws of 1972, Ex. Session) and in order to make the best use of federal,
15 county municipal and private funds available for the control of alcoholism,
16 the COUNTY through the Seattle-King County Department of Public Health is
17 engaged in a countywide alcoholism program as described in its 1979 Alcoholism
18 Plan, which program has been approved by the Secretary of DSHS, and the King
19 County Alcoholism Administrative Board.
20 VMTEAS, the County operates several alcoholism treatment programs and
21 has contracted with various non-profit agencies to provide other specific
22 alcoholism services thus providing a comprehensive alcoholism program in all
23 areas of King County; and
24 WF.EREA.S, this comprehensive alcoholism program should have a beneficial
Z5 effect on all residents of King County, including the residents of
26 and
27 WHEREAS, the CITY OF MU is desirous of joining with
28 other municipalities in King County, the State of Washington; the federal
29 government and the COUNTY in support of the comprehensive program that the
30 CITY may obtain the best results possible in preventing and treating alcoholisn
31 among its residents;

NOW THEREFORE, IT IS MUTUALLY UNDERSTOOD AND AGREED THAT:

1. The CITY will allocate two percent of liquor taxes and profits for the

1 support of alcoholism services during 1979.
2 2. Within available resources, the COUNTY agrees to make available to the
3 residents of Kent , a full range of alcoholism information
4 and referral, treatment, rehabilitation, education and prevention
5 services. It is understood that individuals who use the services of
6 the comprehensive program or its affiliated agencies may be subject to
7 reasonable financial charges which are consistent with the affiliated
8 agency's regular fee schedule.
9 3. KING COUNTY and the CITY will cooperate in good faith to achieve the
10 mutual purposes of this contract and Fd.W 70.96.
11 4. This agreement shall become effective when properly executed and shall
12 remain effective until terminated by either party upon no less than 90
13 days written notice to the other party.
14 5. Non Discrimination
15 Except to the extent permitted by a bona fide occupational qualification,
16 the CITY agrees as follows:
17 a. King County Ordinance No. 00198 is part of this Contract and the
18 CITY will not discriminate against any employee or applicant for
19 employment because of race, creed, color, religion, sex, national
20 origin, marital status, or the presence of any sensory, mental or
21 physical handicap or age. The CITY will ensure that applicants are
22 employed and that employees are treated during employment without
23 regard to their race, color, religion, creed, sex, national origin,
24 marital status, or the presence of any sensory, mental or physical
25 handicap or age. Such action shall include, but not be limited to,
26 the following:
27 Employment, upgrading, demotion or transfer, recruitment or recruit-
28 meet advertising, lay-off or termination, rates of pay or other forms
29 of compensation, and selection for training.
30 b. The CITY will, in all solicitations for employees or job orders for
31 employees placed with any employment agency, union, or other firm
32 or agency, state that all qualified applicants will receive consid-
33 eration for employment without regard to race, color, religion,
1 creed, sex, national origin, marital status, or the presence of
2 any sensory, mental or physical handicap or age. The words "equal
3 opportunity employer" in advertisements shall constitute corpliance
4 with this section.
5 c. The CITY will send to each labor union or representative of workers
6 with which he has a collective bargaining agreement or other con-

7 tract or understanding a notice advising the said labor union worker'
8 representative of the cannitments under this section.
