WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFL-CIO, AFSCME LOCAL #21-K
regarding
An Addendum to the existing 1993 - 1994 labor agreement .
Preamble
The agreement between the Washington State Council of County
and City Employees, Local No. 21-K, and the City of Kent is made
for the purpose of documenting the agreement reached on 1994 wages
and benefits, per the re-opener language in the contract .
WAGES :
2 . 50-. COLA retroactive to January 1, 1994 .
City to review selected job descriptions for proper
classification upon completion of reviews in Finance Unit and
Office of Development Services .
City to provide current job descriptions (where available) for
all positions in the bargaining unit .
HEALTH AND WELFARE:
Insurance premiums for the Enhanced Preferred Provider Plan
are established at 1992 premium level, retro active to January
1, 1994 . (reference attachment "A" )
No change in contribution level from 1993 rates for Group
Health or Traditional programs .
City and Union agree to hold on third party administrator.
Upon City' s final verification that problems have been worked
out, City may implement change to designated third party
administrator.
Enhancements in plan benefit levels (previously TA' d by the
City and the Medical Task Force) effective as soon as
reasonably possible, but not later than July 1, 1994 . (See
attached)
Gainsharing and life insurance to be discussed by the Medical
Task Force with meetings to commence in April .
The City will establish an open enrollment period for
employees who wish to make changes, or switch health care
plans, at the time the enhanced benefits go into effect .
LONGEVITY:
As per City Policy 2 . 2 . 2 , except that members with 5 years of
service will receive $25 or to of base salary, whichever is
greater. This redcircling will only apply to members who
currently have three or more years of service .
Longevity to be implemented retro-active to August 1, 1993 .

Health & Welfare Benefit Enhancements : Effective No Later Than
July 1, 1994
Enhancements to existing Preferred Provider Plan:
Medical/Dental/Vision/Prescription benefit increases as agreed by
the Medical Task Force .
A) Add naturopathic benefits at 80% , no deductible to a maximum
benefit of $1, 000 per year.
B) Increase Preventive Care benefits for children under two (2)
years of age to $400 per year. All others will retain the
$200 benefit .
C) Increase Chiropractic to $1, 000 per year.
D) Increase Orthodontia Lifetime maximum to $1 , 800 .
E) Dental Plan: No Payment for Type C (Major Services) for the
first 12 months of employment . After 12 months coverage would
begin at 50% . In the third year, coverage would increase to
80% .
F) Keep ProServe for Drug Card and use Medco for Mail Order. Co-
pays are eliminated for Mail Order Program.
G) Increase Vision Plan to "VSP-V3" .
