Dear Gary:
Per my telephone conversation with Dean Falkner on September 19th , I am
enclosing SHAPIRO' s revised scope of work and budget , dated September 19, 1988,
for developing a detailed enhancement plan and landscape specifications for the
portion of the Kent Springs Water Transmission Main in the vicinity of the S.E.
274th Street pond. The scope of work and budget also include landscape
specifications for the forested swamp area north of S.E. 284th Street ,
construction supervision during the fall of 1989, and three years of landscape
monitoring beginning in 1990.
It is our understanding that these work items are not covered in our existing
agreement and will be handled as an amendment to our existing contract for the
Kent Springs Water Transmission Main Environmental Checklist. If the enclosed
scope of work and budget of $7,598, inclusive of all costs and taxes, meet with
your approval , please sign both copies of this letter and send one copy back to
me so that it may become an amendment to our contract.
We look forward to completing work on the enhancement plan and landscape
specifications, and can deliver the final plan and specifications immediately
upon return of the written contract.

SCOPE OF WORK
KENT SPRINGS WATER TRANSMISSION MAIN
ENHANCEMENT PLAN AND LANDSCAPE SPECIFICATIONS
Project Background Review
This project phase will involve a review of all current documents and
design parameters relating to the project. All SHAPIRO personnel involved
in the production of the final enhancement plan will be brought up-to-date
on the project.
Site Visit
Site visits to identify specific design parameters will be made to
allow for the highest level of accuracy in the final construction drawing.
Coordination with City and Property Owners
To coordinate any citizen concerns regarding this project, coordination
between SHAPIRO, the City of Kent , and property owners adjacent to transmis-
sion main right-of-way will be necessary. This should ensure that the
concerns of individuals are incorporated into the planting design.
Landscape Plan
A detailed planting plan, upon review and approval by the City, will be
produced as a construction contract document. This plan, in combination
with a written document (see Plan Specifications, next section) , will con-
tain all pertinent information necessary for landscape contractors to bid on
the project. It is the intent that the planting plan will specify restora-
tion and mitigation plantings for the area referred to as the "S.E. 274th
Street Pond" in Figure A-2 of the Kent Springs Water Transmission Main
Rebuild Environmental Checklist by Shapiro and Associates, Inc. for the
City of Kent Engineering Department) , dated March, 1988. The plan will not
portray plantings for any other areas impacted by the laying of the water
main.
Plan Specifications
A written document will accompany the planting plan and will include
specific information relative to the implementation of the plan. The text
will include, but not be limited to, sections specifying (1 ) the scheduling
of planting construction activities; (2) planting techniques to be used; 3)
quality controls guidelines for plant material and contractor performance;
(4) project phases requiring supervision from SHAPIRO: (5) soil amendments
to be used; and (6) planting maintenance recommendations. In addition, a
discussion will be given of planting techniques and plant material
recommended for the restoration of forested areas (away from the pond area
and north of S.E 284th Street) impacted by the placement of the main. It is
our understanding that the responsibility for all landscape contract bid
administration, negotiations , and contractor selection is the responsibility
of the City of Kent.
Construction Supervision
There are several stages during the implementation of the planting plan
where construction supervision by SHAPIRO will be benefitial to the success
of the project. Such stages will include the approval of plant material and
planting locations prior to planting. Construction supervision shall
include interaction between SHAPIRO and the contractor regarding appropriate
planting techniques for emergent vegetation in the ponds.
Project Monitoring
The project is proposed for monitoring for three years , beginning in 1990,
to evaluate the success of the mitigation planting plan. Such monitoring
will evaluate the development of the plantings relative to the goals
established in the design of the planting plan. Recommendations will result
from the monitoring and will propose to correct any problems with the
plantings which may be identified.
Administration and Review
Administration includes general and administrative services, project
tracking, progress reports , invoices , coordination between the Client and
SHAPIRO staff, and meetings with the Client in order to allow the project to
function and flow in a timely fashion. Review time includes review by the
principal-in-charge and project manager to ensure a complete and quality
product.
