Dear Captain Byerly:
I have been informed by United States Marshal J.J. Harvey
that the city of Kent may be constructing a new jail facility
and perhaps could make detention space available for the housing
of Federal prisoners.
The Marshals Service, as well as other Federal agencies,
has faced serious problems in finding suitable jail space in
the Seattle area for several years . While we are now exploring
long term solutions with King County and other jurisdictions
the likelihood of placing all Marshals Service, Immigration
Service, and Bureau of Prisons prisoners in. one location is
considered unlikely.
May I request that the city give consideration to adding
20 or more spaces to the new jail to accommodate Federal prison-
ers . I would propose that the space be guaranteed for a period-
of-three to five years at a per diem rate to be negotiated
that would reflect the actual cost-of-operation to the city.
The city, in effect, would receive a guaranteed level-of-payment
from Federal user agencies for the period of the agreement.
I would assume that the new jail would comply with State
standards and that the city would accept Immigration Service
cases and short-term sentenced prisoners up to the level-of-
space specified in the agreement.
I will be pleased to forward to your attention a proposed
Intergovernmental Service Agreement (IGA) which the Service
now utilizes in place of formal Federal procurement contracts
with over 700 local governments. We would also be willing to
provide the city with information concerning new jail construc-
tion, and whatever technical assistance capabilities we have
available at your request.
Marshal Harvey and I look forward to a decision from the
City Counsel and hope that we may have an opportunity to work
with your office in developing a mutually agreeable proposal.
