STATEMENT OF INTENT Do you own the land on which the proposed point of diversion/withdrawal is located? ❑ YES ®NO If no, do you have legal authority to make this application for use of another's land? ® YES ❑NO Briefly describe the purpose of your proposed project: We propose to withdraw 3 cubic feet per second(1,500 gallons per minute)of surface water from the Lower Green River 24 hours a day,seven days a week,from January 1 through no later than July 15 annually to provide a seasonal water source to a constructed nine-acre backwater embayment in the Green River floodplain,with the purpose of providing rearing and refuge habitat for juvenile salmon,especially ESA-listed Chinook salmon.The end date of withdrawal may vary annually depending on when surface water levels in the Green River have receded enough to create a head differential that results in headcutting through any accumulated sediments in the backwater outlet,thereby providing a surface water connection for rearing fish to exit the backwater to the river,or no later than July 15 if such a connection does not establish by this date. Surface water will be withdrawn at about Rivermile(RM) 18.65,flow through the excavated backwater(or infiltrate),and exit the backwater, returning to the Green River at about RM 18.38.The surface water is intended to: 1)help to minimize sediment deposition in the backwater outlet,2)prevent accumulations of iron-oxidizing bacteria,3)provide surface flow for juvenile Chinook salmon rearing in the backwater,and 4)attract juvenile salmon to the backwater habitat. Anticipated length of time to compete your project: A buried pipe that will convey pumped water from the portable pump to the discharge site in the excavated backwater embayment will be installed during construction of the larger levee setback and habitat restoration project(two-year construction duration in 2020-2021). The portable pump and suction(intake)hose will be installed annually prior to the start of pumping and removed after the end of pumping. WATER SYSTEM DESCRIPTION a I Describe your proposed water system(include type and size of devices used to divert or withdraw water from source): A Godwin Dri-Prime CD150M 50 HP electric pump(spec sheet attached,)staged on the riverbank at about elevation 39 feet will be used to withdraw up to 3 cfs of water from the Green River. The 6-inch diameter rubber suction(intake)hose will have WDFW and NOAA-approved self cleaning fish screens at the suction inlet(spec sheets attached).Pumped water will travel through about 845 linear feet of buried 10-inch to 12-inch diameter ductile iron pipe and discharge to an energy dissipation basin located in the excavated backwater embayment(elev.21; see attached Drawings).Discharged water will exit the energy dissipation basin and flow as surface water through the backwater embayment for about 600 feet before returning to the Green River mainstem via the embayment outlet,about 1,750 feet downstream of the withdrawal site. Be accurate and complete in filling out your application, as the information you provide is very important in processing your application. Be sure to attach your fees,maps, and any additional information related to the water uses you are proposing.
