HomeMy WebLinkAboutCAG2019-184 - Amendment - #1 - Sound Transit - GA0274-17 Federal Way Link Extension Project Development Agreement: Minor Revision FWLE-01 (Section 9.3.11) - 11/20/2019 MEMO VSouNDTRANSIT November 20, 2019 TO: City of Kent: Erin George, Kelly Peterson,Jason Garnham FROM: Sound Transit: Yuki Seda-Kane, Ashley Long SUBJECT: City of Kent Development Agreement—Minor Revision #FWLE-01 (Section 9.3.11) Sound Transit and the City of Kent agree to a minor revision of the Development Agreement (GA-0274- 17), Section 9.3.11 regarding application of artwork on columns located in the Kent Des Moines station area adjacent to S. 2361h Street. This memo serves as approval of the minor revision. Minor Revision to Development Agreement Section 9.3.11 On September 10, 2019, Sound Transit and City of Kent staff met to discuss a change to the column structure and associated artwork in the Kent Des Moines station area. In the preliminary design of the station area platform, which will span S. 2361h Street, two large round columns were to be constructed to support the platform. In Section 9.3.11 of the Development Agreement with the City of Kent, Sound Transit agreed artwork would be installed on the surface of those columns. The Development Agreement was executed prior to the selection of the contractor. Sound Transit included an alternative technical concept process that allowed for prospective contractors to provide alternative concepts at the approval of Sound Transit that may be incorporated into the final design. In their final design, the Contractor proposes to eliminate the two round columns and replace them with four smaller columns. This diminishes the prominence of the columns and makes them less conducive to apply artwork. The columns proposed by the contractor will be octagonal consistent with other columns for the guideway throughout the FWLE project. The artists selected to create an integrated artwork at the station, Re:site Studio, have developed a very dynamic concept that includes artwork in approximately 70% of the Kent Des Moines station glass, which will arch over S. 2361h Street. A concept is attached as Exhibit A to the Minor Revision. This design has a comprehensive visual impact on the station and to include artwork on the columns would necessitate a reduction in the amount of art in the glass and reduces the vision of the artist intended for the station.Therefore, Sound Transit proposes a minor revision of the Development Agreement to eliminate artwork on the columns and focus the artwork entirely on the glass for the Kent Des Moines station per Re:site's design. This minor revision accommodates the refined station area column design and will increase the visibility of the artwork in the station area. Sound Transit and the City of Kent briefed the City of Kent Arts Commission on September 10, 2019, regarding this proposal. City stakeholders, including the staff from Economic and Community Development and the Parks Program Manager for the art program and City Liaison were also consulted regarding this proposal for the artwork in the Kent Des Moines station area.The City agrees that by making this minor revision, Sound Transit is maintaining the commitment made in the Development MEMO T SOUNDTRANsIT Agreement to provide artwork at the station area in accordance with ST guidelines and policy regarding art installation at ST facilities. Based on the request from Kiewit and the artist's concept, the City of Kent and Sound Transit agree to a minor revision of section 9.3.11 of the Development Agreement between Kent and Sound Transit. Minor revisions of the development agreement were anticipated, as noted in Section 12.0. As required by Section 12.0 of the Development Agreement, these changes are necessary and consistent with the terms of the Agreement, the original scope and intent of the project and does not impact Kent City Code 15.08.450. This memo serves as concurrence between Sound Transit and the City of Kent regarding the elimination of art treatment on the Kent Des Moines Station area columns adjacent to S. 236`t'Street and focuses art treatment elsewhere in the station area. Furthermore, Sound Transit is still meeting the intent of the Development Agreement regarding the provision of artwork at the station area.
