Padilla FROM: Assistant Chief E Hemmen RE: Body Worn Camera update In June of 2019, we signed the contract with AXON for 105 BWC cameras, 59 Pro licenses and 10 basic licenses. The cameras were for all current patrol staff plus those in the academy at the time of the contract. The Pro licenses were for all additional officers within the department, the City Clerk's office, and the Prosecutors office. The basic licenses were to fill out the Clerk's office and Prosecutors office since we didn't know how many in their offices needed access. Since that time, we have found we have some employees that need access to upload photos and review in Evidence.com. They were employees we didn't think about prior to the contract. They are 4 licenses for our evidence staff, 3 licenses for our Code Enforcement staff, 2 licenses for our parking enforcement officers, and one license for our Court Security Officer. We also need to increase the amount of Body Worn Cameras we have. We originally didn't have planned for our NRT officers to have BWC's. We have reconsidered that since they are in uniform, they should have a BWC. That adds 4 cameras that are needed. We have also added staff that will be needing cameras. We currently have 5 officers in the academy and one lateral that is coming on board Nov 1 that need a camera assigned. To pre-plan for our 2020 staffing increase, purchasing 5 additional cameras for those officers will lessen the amount of time those officers won't have a camera assigned. To purchase new cameras, we have to ask for and receive a new quote from AXON. This new quote will add everything on the quote to our original contract so it will have the same benefits the original equipment has to include the 2 refreshes in the course of the five year contract. After we receive the quote, it has to go through the finance chain for approvals, then we have to order the equipment from AXON. This is a month or so long process that we can shorten if we order all at the same time for our immediate and short term needs. For our Long term needs, we will be watching the red light camera fund to see if it is meeting the projected revenue. If it is, we will be looking at purchasing the additional 45 cameras (105+15+45=165) we need to outfit the rest of the officers with their own cameras.
