A RESOLUTION of the City Council of the
City of Kent, Washington, expressing support for
the King County "Best Starts for Kids" levy,
Proposition No. 1 -Regular Property Tax Levy for
Children, Youth, Families and Communities.
RECITALS
A. King County has prepared and passed its Ordinance No. 18088,
calling for a special election on November 3, 2015, to pass a property tax
levy in the amount of fourteen cents per one thousand dollars of assessed
valuation for a consecutive six-year period. The levy will initially generate
approximately 65 million dollars per year during each of the six years the
levy is in effect. If passed, the levy would be limited to a maximum three
percent increase in each of the years the levy is in effect.
B. The purpose of this levy is to improve physical, social, and
environmental influences on children up to the age of 24.
C. In its ordinance, King County states 25 thousand children are born in
King County every year and 21 percent of the county's residents are under
age eighteen. The County points out that early childhood development
before age five typically sets the basic life skills any person needs to

succeed as an adult, including self-esteem, motivation, coordination,
prioritization, management of incoming information, attention and
distraction control.
D. The proposed King County ordinance notes that 26 percent of
adolescents report having depressive feelings and 29 percent report using
alcohol or other illicit drugs. The County also states that in King County,
over six thousand students are homeless and, in some school districts, as
many as one in ten students are homeless.
E. Each year, the levy would allocate 50 percent of its proceeds to
children under age five and to pregnant women. King County would
allocate 35 percent of the proceeds to children and youth ages five to 24.
Ten percent would be devoted to strategies to create safe and healthy
communities by providing healthy and affordable food sources, by
expanding economic opportunities, and by increasing access to affordable
housing. The last five percent would be dedicated to support evaluation
and data gathering to understand whether the program successfully
achieves its goals.

G. RCW 42.17A.555 authorizes city councils to take collective action
regarding ballot measures appearing before the voters so long as the
action is taken at a public meeting, the intended action is identified on the
agenda and the opportunity for opposing views is given to attendees at the
public meeting.

I. It is appropriate that the city council support this ballot measure as
permitted pursuant to RCW 42.17A.555.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:
RESOLUTION
SECTION 1. The Kent City Council supports King County's
"Best Starts for Kids" levy, Proposition 1 -Regular Property Tax Levy for
Children, Youth, Families and Communities, which the county will submit to
the voters at the November 3, 2015, general election ballot. The
Proposition 1 ballot title and ballot statement are as follows:

Communities
The King County Council passed Ordinance No. 18088 concerning
funding to improve well-being of children, youth, families and
communities. If approved, this proposition would provide funding for
prevention and early intervention to achieve positive outcomes
related to: healthy pregnancy; parental and newborn support;
healthy child and youth development; the health and well-being of
communities; and crisis prevention and early intervention for
children and youth, including for domestic violence and
homelessness. The measure would authorize an additional regular
property tax of $0.14 per $1,000 of assessed valuation for collection
beginning in 2016 and authorize maximum annual increases of 3%
in the succeeding 5 years. Should this proposition be:

SECTION 2. The mayor is authorized to take action as
necessary and appropriate to implement the directives of this legislation,
including forwarding copies of this resolution to the King county council,
and others as warranted.
SECTION 3. -Effective Date. This resolution shall take effect and
be in force immediately upon its passage.
