HomeMy WebLinkAbout1914RESOLUTION NO. /f/)1 A RESOLUTION of the City Council of the City of Kent, Washington, that authorizes submitting an application for grant funding assistance for Youth Athletic Facilities project(s) to the Recreation and Conservation Office as provided for in Chapter 286 WAC and subsequent legislative action. RECITALS A. The city of Kent has approved a comprehensive parks and recreation plan that includes the Hogan Park athletic field renovation project. B. Under the provisions of the Youth Athletic Facilities Program ("YAF"), state grant assistance is requested to aid in financing the cost of facility development. C. The City considers it in the best public interest to complete the Project described in the application. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS: 1 Recreation & Conservation Office YAF-Hogan Park Athletic Field RESOLUTION SECTION 1. -Application -The City's Parks Director is authorized to make formal application the Recreation and Conservation Office for grant assistance. SECTION 2. -Use of Funds. Any grant assistance received will be used for direct costs associated with implementation of the athletic field renovation project at Hogan Park (the "Project"). SECTION 3. -Citv Match & Non-Cash Commitments -The City hereby certifies that its matching share of Project funding will be derived from City funds and that the City is responsible for supporting all non-cash commitments to this Project should they not materialize. SECTION 4. -Grant on Reimbursement Basis. The City acknowledges that the grant assistance, if approved, will be paid on a reimbursement basis, meaning the City will only request payment from the Recreation and Conservation Office after eligible and allowable costs have been incurred and payment remitted to the City's vendors. The Recreation and Conservation Office will hold retainage until the Project is deemed complete. SECTION 5. -Maintenance and Avai/abilitv. The City acknowledges that any facility developed through grant assistance from the Recreation and Conservation Funding Board must be reasonably maintained and made available to the general public at reasonable hours and times of the year according to the type of area or facility unless other restrictions have been agreed to by the Recreation and Conservation Office Director or the Recreation and Conservation Funding Board. SECTION 6. -Use Retained for 20 Years. The City acknowledges that any facility developed with grant assistance from the Recreation and 2 Recreation & Conservation Office YAF-Hogan Park Athletic Field Conservation Funding Board must be dedicated for public outdoor recreation purposes, and be retained and maintained for at least 20 years from the date of final project reimbursement unless otherwise provided and agreed to by the City and the Recreation and Conservation Funding Board. SECTION 7. -Resolution -Part of Application. This resolution becomes part of a formal application to the Recreation and Conservation Office for grant assistance. SECTION 8. -Public Comment. The City provided appropriate opportunity for public comment on this application. SECTION 9. -Effective Date. This resolution shall take effect and be in force immediately upon its passage.
