A RESOLUTION of the city council of the
city of Kent, Washmgton, repealing Resolution
1781 and adoptmg a new Resolution recognizing
the newly-formed Ne1ghbors of West Hill Counc1l.
RECITALS
A. The City of Kent has developed a Neighborhood Program to
promote and sustain an environment that responds to residents by building
partnerships between the City and its residents. In addition, the City of
Kent encourages residents to work together to form geographically distinct
neighborhood counc1ls as a means to foster communication among
res1dents and to enhance their sense of community.
B. The City of Kent recognizes and supports neighborhood
counc1ls by endorsing a process to establish neighborhood boundaries,
approve neighborhood councils, and prov1de neighborhood grant matching
program opportun1t1es to make improvements 1n defmed neighborhoods.
C. Resolution No. 1781 was adopted March 18, 2008, recognizing
the Kent West H1ll Neighborhood Council. On December 9, 2011, the
Council dissolved.
D. New residents of the neighborhood have reorgamzed and are
seeking to become a neighborhood council recogmzed by the c1ty of Kent.

E. The Neighbors of West Hill Council consists of 1,136
households. In addrtion to these households, there are also multrfamily
complexes, a school, a National Guard buildrng, and commercial propertres.
F. The Neighbors of West Hill Council is located on Kent's West
Hill and is situated generally to the east of I-5, to the south and east of SR
516/Des Moines Road, to the north and east of 259th Street also known as
Rerth Road. The Neighborhood rs shown on the attached Exhibit A.
G. On April 26, 2012, the Neighbors of West Hill Council
submrtted an offrcial regrstratron form to request that the City recognrze
the Nerghbors of West Hrll Councrl and to allow the Neighborhood to take
part in the City's Nerghborhood Program.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:
RESOLUTION
SECTION 1. -Repealer. Resolution No. 1781 is hereby repealed in
its entirety.
SECTION 2. -Recognition of Neighborhood Council. -The City
Council for the City of Kent hereby acknowledges the effort and
commrtment of the Neighbors of West Hill Council and all those who
partrcipated in forming the Nerghbors of West Hrll Councrl. The Kent City
Councrl hereby recognrzes Nerghbors of West Hrll Council as an officral
Nerghborhood Council of the City of Kent, supports Nerghbors of West Hill
Council community burldrng efforts, and confers on the Neighbors of West
Hill Councrl all opportunities offered by the Crty's Neighborhood Program.
SECTION 3. -Severability. If any section, subsection, or sentence,
of this resolutron rs held to be unconstitutional or invalid, that decrsron shall

not affect the validity of the remaining portions of this resolution and that
remaming port1on shall ma1nta1n 1ts full force and effect.
SECTION 4. -Ratification. Any act consistent with the authority
and pnor to the effective date of th1s resolution is hereby rat1fied and
affirmed.
SECTION 5. -Effective Date. Th1s resolution shall take effect and
be m force 1mmed1ately upon its passage.
PASSED at a regular open public meeting by the city council of the city
of Kent, Washington, th1s day of 2012.
