A RESOLUTION of the City Council of the
City of Kent, Washington, declaring 1ts mtent1on to
order the construction or mstallat1on of curbs,
gutters, Sidewalks, dnveways, a two-way left turn
lane, b1ke lanes, street lighting, landscapmg, eros1on
control, undergroundmg of overhead electncal
facilities, storm water management fac11it1es, utility
adJustments and relocations and necessary
appurtenances all relating to the overall project of
widenmg to 3 lanes on SE 256th Street from Kent-
Kangley Road to !16th Ave SE; and to create a local
improvement district to assess a part of the cost and
expense of carrymg out those Improvements against
the properties specially benefited thereby, and
not1fying all persons who desire to ObJect to the
Improvements to appear and present thew
objections at a heanng before the City Council to be
held on March 5, 2013.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. It is the intention of the City Council of the City of
Kent, Washmgton, to order the improvement of the properties within the
area descnbed in Exh1b1t A, attached hereto and by th1s reference made a
part hereof, by the construction or installation of curbs, gutters, sidewalks,
dnveways, a two-way left turn lane, bike lanes, street lighting, landscaping,

eros1on control, undergrounding of overhead electncal fac1l1t1es, storm water
management facilities, utility adjustments and relocations and necessary
appurtenances all relating to the overall project of w1dening to 3 lanes on SE
256th Street from Kent-Kangley Road to 1161h Ave SE, as more fully
described in Exhibit B, attached hereto and by th1s reference made a part
hereof.
All of the foregomg Improvements shall be m accordance with the
plans and specifications therefor prepared by the Public Works Director of the
City and may be mod1f1ed by the City as long as that modif1cat1on does not
affect the purpose of the improvements.
SECTION 2. The total estimated cost and expense of the
Improvements is declared to be $7,000,000.00, approximately $2,959,726
of that cost and expense shall be pa1d by the City, approximately
$2,000,000 of that cost and expense shall be pa1d by grants, and the
balance thereof (an estimated $2,040,274) shall be borne by and assessed
against the property specially benefited by the Improvements to be
included in a local improvement district to be established embracing as
nearly as practicable all the property specially benefited by the
Improvements. Actual assessments may vary from estimated assessments
as long as they do not exceed a figure equal to the mcreased true and fa1r
value the improvements add to the property.

SECTION 3. The City Clerk IS authonzed and directed to g1ve not1ce
of the adoption of th1s resolution and of the date, time and place f1xed for
the publ1c hearmg to each owner or reputed owner of any lot, tract, parcel
of land or other property Within the proposed local improvement distnct by
mailing such notice at least f1fteen days before the date fixed for public
heanng to the owner or reputed owner of the property as shown on the
rolls of the Kmg County Assessor at the address shown thereon, as
required by law.
This resolution also shall be published m its entirety in at least two
consecutive issues of the off1c1al newspaper of the City, the date of the first
publication to be at least 15 days prior to the date fixed for the public
hearing.
SECTION 4. All persons who may desire to comment in support of
or object to the Improvements are not1f1ed to appear and present those
comments or objections at a hearmg before the City Council to be held in
the Counc1l Chambers m the City Hall in Kent, Washington, at 7:00p.m. on
March 5, 2013, wh1ch t1me and place are f1xed for heanng all matters
relating to the improvements and all comments thereon and objections
thereto and for determmmg the method of payment for the Improvements.
All persons who may desire to object thereto should appear and present
their objections at that heanng. Any person who may des1re to file a
wntten protest with the City Council may do so within 30 days after the
date of passage of the ordmance ordering the improvements in the event

the local Improvement d1stnct IS formed. The wntten protest should be
signed by the property owner and should include the legal description of
the property for wh1ch the protest is filed and that protest should be
delivered to the City Clerk.
SECTION 5. The City's Public Works Director IS directed to subm1t
to the City Council on or prior to March 5, 2013, all data and Information
requ1red by law to be subm1tted.
SECTION 6. Effective Date. This resolution shall take effect and be
1n force Immediately upon 1ts passage.
PASSED at a regular open public meeting by the City Council of the
City of Kent, Washington, this 5th day of February, 2013.

L.I.D 364 -SE 256th Street Improvements
The overall project limits for SE 256th Street are Kent-Kangley Road to the west at
the 'Y' mtersection and 116th Ave. SE to the east. The roadway Improvements
mclude but are not lim1ted to:
• W1denmg to 3 lanes w1th a center left turn lane
• Bicycle lanes in both d1rect1ons
• Installation of cement concrete sidewalks and dnveways
• New roadway pavement section
• Curb and gutters
• Storm dra1nage system with detent1on and treatment faCII1t1es
• Relocation and adJustment of ex1stmg util1t1es and other Improvements such
as f1re hydrants, manholes, water meters, valve boxes, monuments, utility
poles, street l1ght poles, mailboxes, fences and s1gns as necessary
• Channelization
• Traffic s1gns
• Street trees
• Planter stnps between the curb and sidewalk
• Street l1ghtmg
• Eros1on control both temporary and permanent

City Council of the City held at the regular meet1ng place thereof on February 5,
2013, as that Resolution appears on the mmute book of the City; and the
Resolution will be in full force and effect immediately following its adoption; and
2. A quorum of the members of the City Counc1l was present throughout the
