HomeMy WebLinkAbout1990ORDINANCE NO. 1110 AN ORDINANCE of the City of Kent, Washington, indicating the intention of the City Council to issue up to $3,000,000.00 in negotiable general obligation bonds for municipal recreational pur- poses, and directing the City Attorney to prepare a ballot proposition and ballot synopsis to be forwarded to the King County Director of Elections to be placed on the ballot on November 2, 1976. WHEREAS, the City of Kent has determined to construct a recreational center in the City of Kent and to make improvements to other recreational facilities, and WHEREAS, a citizens committee was formed to consider the recreational needs of the City of Kent, and WHEREAS, said committee determined that it would be in the best interests of the citizens of the City of Kent to build a recreational center, and that further it would also be in the best interests of the citizens of the City of Kent to upgrade and im- prove other recreational facilities of the City of Kent, and WHEREAS, a public hearing was held on August 23, 1976 at which time all persons who desired to speak for or against the proposed projects were heard, and WHEREAS, it was determined following said hearing that the projects should move forward and the most feasible way to fi- nance the projects would be by the issuance of up to $3,000,000.00 of negotiable general obligation bonds of the City of Kent, and WHEREAS, it was the decision of the citizens committee, concurred in by the City Council, that the matter should be sub- mitted to the voters for approval at the November 2, 1976 general election. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DO HEREBY ORDAIN AS FOLLOWS: Section 1. The City of Kent does hereby declare its intention to issue and sell up to $3,000,000.00 of negotiable general obligation bonds for municipal recreational purposes. Section 2. The purposes to which the proceeds from the Sale of the bonds are intended to apply are as follows: 1. Kent Commons Phase II $2,300,000.00 2. Russell Road Park 500,000.00 3. Lake Fenwick Park 100,000.00 4. Additional parking - Senior Citizens Center 58,000.00 5. Glenn Nelson Park 40,000.00 Section 3. The City Attorney be and he is hereby direc- ted to prepare a ballot proposition and ballot synopsis for for- warding to the King County Director of Elections so that the bond proposition may be placed before the people for a vote at the November 2, 1976 general election. Section 4. This Ordinance shall take effect and be in force five (5) days from and after its passage, approval and pub- lication, as provided by law.
