Regional Transit Task Force Resolution

A RESOLUTION of the City Council of the
City of Kent, Washington, endorstng and supporttng
the Ktng County Reg1onal Transit Task Force
recommendations relatmg to a pol1cy framework for
potential growth or contraction of Ktng County's
trans1t system.
RECITALS
A. The Puget Sound Regional Council developed the Vision 2040
and Transportation 2040 plans for long-term growth and mob1l1ty 1n the
reg1on. These plans proJect a 42 percent increase 1n Ktng County's
populat1on and a 57 percent tncrease tn Jobs from 2000 to 2040, w1th most
of th1s growth occurnng tn the county's 12 largest cit1es. The plans call for
aggress1ve strategies to expand transit serv1ces to support that growth.
B. As a result of the severe recession and precipitous decline in
economic act1v1ty s1nce 2008, sales tax receipts dramatically decreased,
negatively 1mpactmg Metro's operating revenue. Based on Metro's revenue
forecast through 2015, transit serv1ce reductions Will l1kely be necessary
beg1nn1ng tn 2011.
C. In February 2010, the Ktng County Council and Ktng County
Executive formed the Reg1onal Transit Task Force to cons1der a pol1cy

framework for the potent1al future growth or contraction of Kmg County's
trans1t system.
D. The twenty eight task force members, representmg a broad
divers1ty of mterests and perspectives, met from March through October
2010 and considered SIX key trans1t system des1gn factors: land use, soc1al
equ1ty and environmental JUStice, fmanc1al sustamabil1ty, geographic
equ1ty, econom1c development, productivity and efficiency, and
environmental sustamab1l1ty.
E. King County Metro Transit ("Metro") IS the prov1der of reg1onal
and local bus serv1ce w1th1n the City and connects the City to other reg1onal
centers. South K1ng County has some of the largest populations dependent
on transit for mob1l1ty and has few other transportation options. Metro
operates bus routes travelmg to and through Kent carrymg over seven
m1ll1on passengers per year.
F. Kent 1s the th1rd largest City in K1ng County and has absorbed
increasmg density over the last decade, makmg many parts of Kent 1deal
for h1gh ndersh1p and cost-eff1c1ent transit service. Kent's 4,500 employers
daily rely on Metro to del1ver workers to JOb centers. The economy and
quality of l1fe 1n Kent are dependent upon clearly articulated transportation
plans consistent w1th the Puget Sound Reg1onal Council's transportation
plans and Kent's longstandmg comm1tment to protect and enhance Kent's
neighborhoods.
G. The Kent City Council Strategic Goal to improve transportation
connectedness Will be enhanced by conven1ent and frequent mult1modal
connect1ons w1th reg1onal trans1t agency partners. The City of Kent IS
strongly committed to supportmg reg1onal transportation plans that
address existmg and future growth 1n population, JObs and travel demand.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:
RESOLUTION
SECTION 1. -Recommendations. The City of Kent Council supports
the followmg recommendations presented by the Reg1onal Transit Task
Force:
Recommendation 1: Metro should create and adopt a new set
of performance measures by serv1ce type, and report at least
annually on the agency's performance on these measures. The
performance measures should incorporate reporting on the key
system des1gn factors, and should mclude comparisons w1th
Metro's peer transit agenCies.
Recommendation 2: Kmg County and Metro management must
control all of the agency's operatmg expenses to prov1de a cost
structure that is sustamable over t1me. Cost-control strateg1es
should include continued implementatiOn of the 2009
performance audit fmdmgs, exploratiOn of alternative serv1ce
deltvery models, and potential reduction of overhead and
internal servtce charges.
Recommendation 3: The policy gwdance for making service
reductton and servtce growth deCJstons should be based on the
following prionttes:
1) Emphastze productivity due to its linkage to economic
development, land use, financtal sustamabt!tty, and
environmental sustainabtltty
2) Ensure soctal eqwty
3) Provtde geographic value throughout the county

Recommendation 4: Create clear and transparent guidelines to
be used for makmg service allocation deCisiOns, based upon the
recommended pol1cy d1rectwn.
Recommendation 5: Use the following principles to provide
direction for the development of serv1ce gwdelmes.
• Transparency, clanty and measurability
• Use of the system design factors
• Flexibility to address dynamic fmancial conditions
• Integration w1th the reg1onal transportation system
• Development of performance thresholds as the basis for
decis1on-makmg on network changes
Recommendation 6: King County, Metro, and a broad coalition
of commumty and busmess mterests should pursue state
leg1slatwn to create additiOnal revenue sources that would
provide a long-term, more sustainable base of revenue support
for trans1t serv1ces. To build support for that work, it is
essential that King County adopt and implement the task force
recommendations, mcluding use of the serv1ce gwdelines and
performance measures, and contmue efforts to reduce Metro's
operatmg costs.
Recommendation 7: Metro staff should use the task force
recommendations and discussions as the framework for revising
Metro's current mission statement, and creatmg a VISIOn
statement (as one does not now ex1st). Both draft statements
should be mcluded m the draft Comprehenswe and Strategic
Plans scheduled to be submitted to the County CounCil in
February 2011.

SECTION 2. -Severability. If any sect1on, subsection, paragraph,
sentence, clause or phrase of th1s resolut1on IS declared unconst1tut1onal or
invalid for any reason, such dec1s1on shall not affect the val1d1ty of the
rema1n1ng port1ons of th1s resolut1on.
SECTION 3. -Ratification. Any act consistent with the authority
and pnor to the effective date of th1s resolution 1s hereby rat1f1ed and
affirmed.
SECTION 4. -Corrections bv City Clerk or Code Reviser. Upon
approval of the City Attorney, the City Clerk and the code rev1ser are
authonzed to make necessary correct1ons to th1s resolution, 1ncludmg the
correction of clencal errors; references to other local, state or federal laws,
codes, rules, or regulations; or resolution number1ng and
sect1onjsubsect1on numbenng.
SECTION 5. -Effective Date. This resolution shall take effect and
be in force 1mmed1ately upon 1ts passage.
