HomeMy WebLinkAbout1826Resolution No. 1826 (Amending or Repealing Resolutions) CFN = 198-City Council Passed-4/20/2010 U.S. A1r Force M1d-Air Refueling Tanker -Request to Award to Boemg RESOLUTION NO. ---!/~o=--cL_b_ A RESOLUTION of the City Council of the City of Kent, Washmgton, urg1ng the U.S. Department of Defense to select The Boeing Company to build the Air Force's next m1d-air refueling tanker. RECITALS A. The United States Department of Defense has begun the process to procure the A1r Force's next mid-a1r refuel1ng tanker. Boeing and Airbus are anticipated to be the competitors to build that tanker, and the cost of that contract could be worth $35 billion. B. The U.S. economy is currently struggling through a recession of histone magnitude with unemployment nationally and tn the State of Washmgton remaimng around 10%. C. U.S. taxpayers deserve the best tanker at the least cost, and The Boeing Company has a history of producing successful tankers for the U.S. Air Force and other countries' air forces. The Boemg Company can deliver a better aircraft more quickly to U.S. soldiers, sa1lors, and airmen. Boeing w1ll bu1ld its tanker m Everett, Washington at a proven plant, w1th a h1ghly skilled and ded1cated regional workforce that has a trad1t1on of bulid1ng the best airplanes in the world. 1 U.S. Air Force Mid-Air Refueling Tanker -Request to Award to Boeing D. The Seattle metropolitan statistical area has the highest concentration of aerospace jobs in the world, and the Seattle and the Puget Sound region is home to the vast maJority of The Boemg Company's more than 75,000 workers. In addition, each JOb at Boeing supports nearly three additional JObs. E. Aerospace workers earn an average of more than $50,000 a year-60 percent h1gher than the average for all private sector mdustnes. Most aerospace companies are relatively small busmesses-many with five to 50 employees. Approximately $5.4 billion IS paid in annual wages to aerospace workers-five percent of all wages pa1d m the state. F. The Kent City Counc1l values these jobs and the people who hold them, and w1ll make 1t a pnority to ensure Washmgton and the Puget Sound reg1on remains the best place to des1gn, build, and market commercial airplanes. Our country's national security interests are not served by sendmg this valuable and strateg1c program overseas. G. Airbus has a maJority of its workers in Europe, and by its own admission, would only do the fimshing work for a tanker m the U.S.-that's as little as 5 percent of the tanker construction work. Awardmg the contract to Boeing can create or retain 40,000 to 50,000 American jobs at a time in history when we desperately need them. U.S. taxpayers are not served by buymg tankers from both Boemg and Airbus m th1s compet1t1on. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS: RESOLUTION SECTION 1. -Award Mid-Air Refueling Tanker Contract to The Boemg Company. The Kent City Council requests that the U.S. Department 2 U.S. Air Force Mid-Air Refueling Tanker-Request to Award to Boeing of Defense select and award the contract to The Boemg Company to build the next mid-air refuelmg tanker. SECTION 2. -Contract not be So/it. The Kent City Council urges the U.S. Department of Defense not to split the contract between The Boeing Company and Airbus, and to award the full contract to The Boe1ng Company. SECTION 3. -Clerk to Transmit Copies of Resolution. The City Clerk shall immediately transmit cop1es of th1s resolution to The Boemg Company's corporate offices in Chicago, Illinois; to Boeing Commercial Airplanes in Seattle, Washmgton; to the International Association of Machmists and Aerospace Workers; and to the Soc1ety of ProfessiOnal Engineering Employees in Aerospace. SECTION 4. -SeverabilitY. If any sect1on, subsection, paragraph, sentence, clause or phrase of this resolut1on is declared unconst1tut1onal or mvalid for any reason, such decis1on shall not affect the validity of the remaining portions of th1s resolution. SECTION 5. -Ratification. Any act consistent with the authority and prior to the effect1ve date of this resolution is hereby rat1f1ed and aff1rmed. SECTION 6. -Corrections bv Citv Clerk or Code Rev1ser. Upon approval of the City Attorney, the City Clerk and the code reviser are authonzed to make necessary corrections to th1s resolution, including the correct1on of clerical errors; references to other local, state or federal laws, codes, rules, or regulations; sect1onjsubsection numbenng. or resolution numbenng and 3 U.S. Air Force Mid-Air Refueling Tanker -Request to Award to Boeing SECTION 7. -Effective Date. This resolution shall take effect and be in force Immediately upon 1ts passage.
