RESOLUTION NO. 1775'
A RESOLUTION of the City Counc1l of the City of
Kent, washmgton, relatmg to group comparative salary
surveys for non-represented employees.
RESOLUTION
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. -Authority to Conduct Survey. From t1me to t1me, 1t IS
appropnate to conduct comparative surveys to determme whether salanes pa1d to
non-represented employees are compet1t1ve w1th other public and pnvate ent1t1es.
When the Mayor dec1des to conduct a comparat1ve survey, the Mayor must seek
the City Council's pnor authonzat1on. Once authonzed, the Mayor must prepare a
complete plan to (1) conduct the comparative salary survey, (2) prepare a strategy
to Implement those survey results that meet the mayor's approval, and (3) prov1de
a fmanCial analys1s to allow for any necessary budget adJustments.
SECTION 2. -Comparative Salary Survev Plan to be Returned to Council. -
Upon complet1on of the comparative salary survey plan, the Mayor Will prov1de the
Council h1s or her recommendations on the survey results, the overall plan
implementation strategy, and any budget adJustments to the Council for Council's
approval.
SECTION 3. -Small Group Classification Salary Survevs or Ind1v1dual
Position Salarv Surveys. Council approval 1s only requ1red for comprehensive

salary surveys companng all non-represented employees or large groups of non-
represented employees. The Mayor retams the authonty, w1thm established
budgets, to conduct and Implement salary surveys for smgle JOb class1f1cat1ons so
long as there are f1ve (5) or less non-represented employees 1n that JOb
class1f1cat1on, and the Mayor retams the authonty, w1th1n established budgets, to
conduct and Implement salary surveys for 1nd1V1dual pos1t10ns designated for non-
represented employees.
SECTION 4. -Represented Employees Not Affected. Th1s resolution only
appl1es to salary adJUStments for non-represented employees. Salary adjustments
for represented employees w1ll be conducted m compliance w1th collect1ve
bargammg agreements and applicable law.
SECTION 5. -Severabt!tty. If any sect1on, subsect1on, paragraph,
sentence, clause or phrase of th1s resolution IS declared unconst1tut1onal or 1nval1d
for any reason, such dec1s1on shall not affect the valld1ty of the remam1ng port1ons
of th1s resolution.
SECTION 6. -Ratification. Any act consistent with the authority and prior
to the effect1ve date of th1s resolution IS hereby rat1f1ed and affirmed.
SECTION 7. -Effecttve Date. Th1s resolution shall take effect and be in
force 1mmed1ately upon 1ts passage.

Kent, Washmgton, th1s 1/ day of December, 2007.
