A RESOLUTION of the City council of the City of
Kent, Washmgton, adopting the 2008 through 2013
Six-Year Transportation Improvement Program.
RECITALS
A. After proper not1ce, the c1ty counc1l of the c1ty of Kent held a public
heanng at the regular meet1ng of the c1ty counc1l at 7:00p.m. on June 19, 2007, to
cons1der publ1c test1mony on the c1ty's proposed 2008 through 2013 S1x-Year
Transportation Improvement Program.
B. Havmg cons1dered public test1mony to the plan, the council would l1ke to
adopt the 2008 through 2013 Six-Year Transportation Improvement Program.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON,
DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. -Adopt1on. The 2008 through 2013 S1x Year Transportation
Improvement Program, set forth m Exh1b1t "A," wh1ch IS attached and f1led w1th the c1ty
clerk, IS hereby adopted.

Introduction
What is the Six Year Transportation Improvement Program (TIP)?
The Six-Year Transportation Improvement Program (TIP) is a
short-range planning document that is annually updated based on
needs and policies identified through a variety of sources. ProJect and
fmanc1al development involve interactions with many groups and
agencies at the local, regional, state and federal levels. It represents
Kent's current list of needed projects that may begin work in the next
s1x years. The document also 1dentif1es secured or reasonably
expected revenue sources for each of the projects mcluded in the TIP.
Typically, proJects listed in the first three years of the document are
shown as having secured funding or there are reasonable expectations
to acqu1re those funds, wh1le proJects in the last three years can be
partially funded and be seek1ng funding partners. All proJects are
consistent w1th the City's adopted 2004 Comprehensive Plan.
Mandated by State Law
State law requires that each city develop a local TIP and that it
be updated annually (RCW 35.77.010). In order for cities to compete
for transportation fundmg grants from Federal and State sources most
granting agenc1es require that proJects be included m the TIP. Federal
grant funded and regionally significant projects from the City's TIP are
included in the Regional TIP, wh1ch is assembled by the Puget Sound
Regional Council for King, K1tsap, Pierce and Snohomish Counties. The
regional TIPs (RTIP) from around the state are then combined to form
the State TIP (STIP), which is approved by the Governor and then
submitted to the Federal Highway Admin1strat1on for their review and
approval. The STIP must mclude all federally funded and all reg1onally
Significant local and state projects and cover a four year period.

JUSTIFICATION: The stretch of 1161h A venue between the Kent Kangley Road and SE
256th Street IS a substandard roadway that acts as a bottleneck for those
wishmg to access the South 277 1h Street corndor from the north and those
wishmg to access South 256'h Street from the south. SE 2561h Street, at
the north end of the proJect, IS a maJor east-west corndor that connects
the SR 515/SR516 mtersectwn and SR 18 with 1161h Avenue Traffic
volumes are contmumg to mcrease and this stretch of the roadway cannot
accommodate the ex1stmg or anticipated future traffic volumes. In
add1t10n, this stretch of Il61h Avenue 1' lackmg curb, gutter and sidewalk.

movmg through Kent to the Ports of Seattle and Tacoma, SeaTac Airport
and the freeway system Grade separatmg the arterial will mcrease both
rml and roadway capaCity, decrease congestiOn, enhance safety, and
Improve freight mobility m the corndor and throughout the reg1on This
proJect will provide regwnal connectiOns between thousands of
busmesses, employers and 40 million square feet of warehouse/mdustrial
space The level of fre1ght and pa~~enger rml traff1c on the BNSF
Rmlroad mamlme is nsmg as a consequence of mcreased traffic m the
Puget Sound area, and new Sound Transit and Amtrak service.

commumty through the use of fixed-route shuttle 'erv1ce, with demand-
responsive routing capabilities Routes 914/916 serve the Kent Transit
Center, RegiOnal Justice Center, Kent City Hall, Green RIVer Commumty
College's Kent campus, and local shoppmg and medical faCihtie'> The
City plans to add two new routes to demonstrate the value of cuculator
transit service connectmg residential areas of the east and west hills with
the regiOnal bus and commuter tram services at the Kent Transit Center.

contnbutwn on a 2·1 basts Tran.llt Now reqmres a mmtmum
contributiOn from the partner of $100,000 per year for ftve (5) years to add
servtce on an extstmg route or routes or $200,000 per year for ftve (5)
years to add a new route or routes Some posstbihues mclude shuttle
servtce through The Lakes and Rivervtew commumttes to the Kent Transit
