King County's Proposed Parks Levies for August 21, 2007 Ballot
RESOLUTION NO. /753
A RESOLUTION of the City council of the City of
Kent, Washmgton, art1culat1ng the City's pos1t1on
regardmg two potential Six-year parks lev1es that Kmg
County's Executive recommends be placed before voters
on the August 21, 2007, pnmary ballot.
RECITALS
A. Kmg County's Execut1ve has recommended that the Kmg County
Council place two compan1on parks lev1es before voters on the August 21, 2007,
pnmary ballot. The f1rst parks levy proposes a property tax l1d I 1ft of f1ve cents per
$1,000 of assessed valuation to cont1nue to mamta1n and operate Kmg County's
current parks and allow mcremental restorat1on of mamtenance levels to that
wh1ch ex1sted pnor to Kmg County's budget cns1s of 2002. The second parks levy
proposes an add1t1onal property tax lid l1ft of f1ve cents per $1,000 of assessed
valuation to ass1st Kmg County m expandmg 1ts parks and recreation opportun1t1es,
mcludmg expandmg open space and tra1ls throughout Kmg County. Ne1ther levy IS
contmgent on the other.
B. At 1ts Apnl 19, 2007, meetmg, the Parks and Human Serv1ces
Committee discussed the proposed K1ng County parks lev1es and recommended
that the Kent City Council support the f1rst levy, wh1ch seeks to ma1ntam and
operate Kmg County's ex1st1ng parks wh1le also allow1ng for mcremental
restorat1on of mamtenance levels. However, the Comm1ttee declmed to support
the second expansion levy because past act1on taken by Kmg County has been to
reduce 1ts parks responsibilities by transfemng ownership, mamtenance, and
operation responsibility of some of 1ts parks to ne1ghbonng c1t1es.

NOW THEREFORE, THE CilY COUNCIL OF THE CilY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:
RESOLUTION
SECTION 1: -Ctty Support. The City of Kent supports placmg before
voters on the August 21, 2007, pnmary ballot Kmg County's proposed s1x-year
property tax l1d l1ft of f1ve cents per $1,000 of assessed valuation to contmue to
mamtam and operate Kmg County's current parks and allow mcremental
restorat1on of mamtenance levels to that wh1ch ex1sted pnor to Kmg County's
budget cns1s of 2002. The City of Kent decl1nes 1ts support of Kmg County's
proposed expansion levy wh1ch seeks an add1t1onal f1ve cent property tax l1d l1ft.
SECTION 2. -Severab!litV. If any sect1onr subsection, paragraph 1
sentence/ clause or phrase of th1s resolution IS declared unconst1tut1onal or 1nval1d
for any reason 1 such dec1s1on shall not affect the val1d1ty of the rema1nmg port1ons
of th1s resolution.
SECTION 3. -Effective Date. Th1s resolution shall take effect and be m
force 1mmed1ately upon 1ts passage.
