RESOLUTION NO. I 7 ~ 3
A RESOLUTION of the City Council of the City of
Kent, Washington, authonzmg application to the
Interagency Committee for Outdoor Recreation (lAC) for
state fund1ng ass1stance for a Washington Wildlife and
Recreation Program ("WWRP") as prov1ded 1n Ch 79A.15
RCW.
RECITALS
A. The City of Kent has approved a comprehensive plan that includes the
West Hill Park development project.
B. Under the provisions of the WWRP, state funding assistance has been
requested to a1d m fmancmg the development cost of the West Hill Park.
C. The City of Kent considers it in the best public interest to complete the
development project described in the application 1n order to develop the West Hill Park
area
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:

RESOLUTION
SECTION 1. -Application. The City's director of Parks, Recreation, and
Commumty Serv1ces 1s authonzed to make formal application to lAC for funding
ass1stance.
SECTION 2. -Use of Funds Any funding assistance received will be used for
the implementation of the proJect referenced above, wh1ch 1s the development of the
West Hill Park area
SECTION 3. -Non-cash Commitments. The City of Kent acknowledges that it
is responsible for supporting all non-cash comm1tments to the sponsor share should
they not matenalize
SECTION 4. -Use Retained in Perpetuity. The City of Kent acknowledges that
any property acqu1red or fac1l1ty developed w1th lAC f1nanc1al a1d must be placed 1n use
as an outdoor recreation facility and be reta1ned 1n such use 1n perpetuity unless
otherwise prov1ded and agreed to by the C1ty of Kent and lAC.
SECTION 5. -Resolution -Part of Application This resolution may become
part of a formal application to lAC.
SECTION 6. -Public Comment. The City of Kent provided opportunity for
public comment on th1s applicat1on at a Parks Comm1ttee public meet1ng on February
16,2006
SECTION 7. -Severability If any section, subsection, paragraph, sentence,
clause or phrase of this resolution 1s declared unconst1tut1onal or 1nval1d for any
reason, such decis1on shall not affect the valid1ty of the rema1mng port1ons of th1s
resolution.

SECTION B. -Ratification Any act consistent with the authority and pnor to
the effect1ve date of this resolution IS hereby ratlf1ed and aff1rmed.
SECTION 9. -Effective Date. This resolution shall take effect and be in force
immediately upon 1ts passage
