RESOLUTION NO. /G. K'
A RESOLUTION of the City Council of the City
of Kent, Washington, amending the fee schedule and fee
schedule notes for planning and land use applications filed
with the City of Kent.
RECITALS
A. The City of Kent Planning and Land Use Fee Schedule was originally
adopted in 1979, and since adoption a number of amendments have been made to the
schedule, with the most recent amendment passed by the City Council's adoption of
Resolution No. 1594 on June 5, 2001.
B. It is necessary to amend the fee schedule and fee schedule notes in order
to provide enough additional revenue to fund the hiring of new permanent staff for the
permit process. Because the ongoing level of permit activity has dramatically
increased at a consistent level during the past six ( 6) months, the City is hiring these
employees to assist with timely issuance of pending and new building permits.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:

RESOLUTION
SECTION 1. -Fee Schedule and Fee Schedule Notes. The fee schedule and
the fee schedule notes attached and incorporated as Exhibit A are hereby established as
the fee schedule and fee schedule notes for all planning and land use applications filed
with the City of Kent.
SECTION 2.-Savin~. Resolution No. 1594 and the fees established in that
resolution, which are repealed and replaced by this resolution, shall remain in full force
and effect until the effective date of this resolution.
SECTION 3. -Severability. If any section, subsection, paragraph, sentence,
clause or phrase of this resolution is declared unconstitutional or invalid for any
reason, such decision shall not affect the validity of the remaining portions of this
resolution.
SECTION 4. -Ratificatig,n. Any act consistent with the authority and prior to
the effective date of this resolution is hereby ratified and affirmed.
SECTION 5. -Effective Date. This resolution shall take effect and be in force
thirty (30) days from and after its passage.

(Effective October 21, 2004)
(1} $50 fee is applicable for an attached accessory dwelling unit, an intenor accessory dwelling umt or
for a detached accessory dwelling unit in a single-family residential zone. The fee includes the cost
of the Planning Services Office recording of the accessory dwelling unit covenant documents w1th
King County An accessory living quarters in a commercial or mdustnal zone 1s subject to the
applicable construction value-based fee.
(2) Any changes to an approved, but unrecorded Binding Site Plan are subject to the $300 fee for a
modification to a Bind1ng Site Plan. Any changes to a recorded Bmd1ng Site Plan are subject to the
$400 fee for a modification to a Binding S1te Plan.
(3) The $200 fee is applicable to m1nor alterations and Improvements The $500 fee 1s applicable to all
new buildings, redevelopment, and major alterations and improvements
(4) Fee includes the cost of the Planning Services Office recording of the lot line rev1s1on documents
w1th King County
(5) The $100 fee is applicable to the elimination of lot lines between two or more parcels in the same
ownership. The fee includes the cost of the Planning Services Office record1ng of the lot line
rev1sion documents w1th Kmg County. All other types of lot lme adjustments, except for a lot line
elimination, are subject to the lot line adjustment fee schedule.
(6) Any minor change to an approved Planned Unit Development Plan 1s subject to the $250 fee for a
modification. Any major change to an approved Planned Umt Development Plan is subject to the
$750 fee for a modification.
(7) The Planmng Manager has the authonty to change this fee as needed to cover C1ty expenditures
(8) The $250 fee is applicable only to SEPA review of construction of one smgle family dwelling on an
individual parcel. All other SEPA checklist applications are subject to the $700 fee.
(9) The $75 fee is applicable only to modifications to a SEPA determ1nat1on for one single family
dwelling on an individual parcel All other modifications to a SEPA determmat1on are subject to the
$250 fee.
(10) $2000 fee plus a depos1t, equal to the estimated cost of contract serv1ces necessary to complete the
EIS process, must be submitted to the city.

(12) Application requires public hearings. If multiple permit applications wh1ch requ1re the same hearing
procedure are submitted at the same time, the applicant will be charged the full fee for the perm1t
application w1th the highest fee and 50% of the established fee for each of the other perm1ts eligible
for a consolidated rev1ew and hearing.
(13) The $500 fee is applicable to amendments to Single Fam1ly Residential zones only. Amendments to
all other zoning districts or sections of the zoning code are subject to the $1 ,500 fee

The $25 fee is applicable for Minor Single Family Dwelling Construction on an existmg
dwelling such as a deck, minor addition of less than 25% of ex1sting floor area, mtenor
remodel or accessory buildmg of 500 square feet or less on the same lot as the ex1sting
dwelling.

b) The $50 fee is applicable for Major Single Family Dwelling Construction on an existing
dwelling such as major addition of more than 25% of ex1st1ng floor area or an accessory
bu1ld1ng of more than 500 square feet on the same lot as the existing dwelling.
c) All new single family dwelling construction in a residential zone is subject to the following fee

d) All new buildings, tenant improvements, an accessory living quarters 1n a commerc1al or
industrial zone and other construction and development activity, other than single fam1ly
dwelling construction, is subject to the following fee schedule·

e) The zon1ng permit fee for those development projects for wh1ch no building permit is reqUired
but which requires site plan review and a zoning permit, shall be based on the value of the
proposed development to be undertaken. The value of the proposed construction/
development shall be determined based on professional estimates by a licensed engineer,
architect, landscape designer or contractor These estimates may include, but are not limited
to, grade and fill of the site, paving, placement of utilities, lighting, landscaping, and other site
improvements. The combined total of the cost estimates for all development on the s1te shall
be the established value basis for the zoning permit fee [as listed 1n 14c or 14d categories
above as appropriate].
(15) Application requ1res a public hearing before the Heanngs Exam1ner If multiple permit applications
which require a HE decision are submitted at the same time, the applicant w111 be charged the full fee
for the perm1t application w1th the highest fee and 50% of the established fee for each of the other
perm1ts eligible for a consolidated review and heanng.
(16) Application fees may be reduced by 75% if the application 1s for a m1xed-use building. Fee reduction
applies to s1te plan review/zoning perm1t, mixed use des1gn review, multl-fam1ly des1gn review and
downtown des1gn review. Fee wa1vers do not apply to SEPA, short plat, subd1v1s1on or other permit
requests associated with the development of a site, nor does fee reduct1on apply to m1xed use
development where the commercial and residential uses are not located w1th1n the same building
(17) Plat alteration fees are determined after review whether the changes requested are m~nor or major

preliminary plat fee. A public notice board is required for a major alteration
