It IS the mtentwn of the C1ty Council of the C1ty of Kent, Washmgton, to order the Improvement of the properties w1thm the area descnbed m Exh1b1t A, attached hereto and by this reference made a part hereof, by the constructiOn of the South 228th Street ExtensiOn With a bndge over the Green River, from 54th Avenue South to Military Road, additwnal1mprovements to Military Road, sanitary sewer Improvements between 42"d Avenue South and Military Road and sidewalk and street lightmg on 76th Avenue South/4th Avenue North between South 220th Street and SR 167, as more fully descnbed m Exhibit B, attached hereto and by this reference made a part hereof All of the foregomg Improvements shall be m accordance With the plans and specificatiOns therefor prepared by the Director of Public Works of the City and may be modified by the City as long as that modifica!Jon does not affect the purpose of the Improvements. SectiOn 2. The total es!Jmated cost and expense of the Improvements IS declared to be $29,000,000 and approximately $13,050,000 of that cost and expense shall be paid by the C1ty and the balance thereof (an estimated $15,950,000) shall be borne by and assessed agamst the property specmlly benefited by the improvements to be mcluded m a local improvement d1stnct to be established embracmg as nearly as practicable all the property speCially benefited by the improvements Actual assessments may vary from estimated assessments as long as they do not exceed a figure equal to the mcreased tnle and fmr value the improvements add to the property Sectwn 3 The C1ty Clerk IS authonzed a11d directed to g~ve notiCe of the adoptiOn ofth1s resolutwn and of the date, time and place fixed for the public hearmg to each owner or reputed owner of allY lot, tract, parcel of land or other property w1thm the proposed local improvement d1stnct by mmlmg such notice at least fifteen days before the date fixed for public hearmg to the owner or reputed owner of the property as shown on the rolls of the Kmg County Assessor at the address shown thereon, as reqmred by law. Tills resolution also shall be published m Its entrrety m at least two consecutive 1ssues of the officml newspaper of the City, the date of the first publicatwn to be at least 15 days pnor to the date fixed for the public heanng Section 4 All persons who may deme to comment m support of or object to the improvements are notified to appear and present those comments or objections at a hearmg before the C1ty Council to be held m the CounCil Chambers m the C1ty Hall m Kent, Wasmngton, at 7 00 p m on September 17, 2002, wmch time and place are fixed for heanng all matters relatmg to the improvements a11d all comments thereon and objections thereto and for deternumng the method of payment for the improvements.
