An Ordinance of the City of Kent declaring
an emergency, making an appropriation and
providing for the issue of warrants, for the
library, salaries and wages, maintenance and
operation, and capital outlay funds of the
City of Kent.
WHEREAS, the City of Kent in its budget for the library funds
)f the City of Kent for the year 1959 appropriated certain moneys,
.n anticipation that the operation of the library would be assumed
py the King County Library during the course of the year; and
WHEREAS, by reason of delays in acquisition of property and
)uilding of the said public library building, the operation of the
)ublic library by the King County Library under contract with the
',ity of Kent has been delayed; and
WHEREAS, the funds appropriated for salaries and wages, mainte-
lance and operation and capital outlay for the public library of
;he City of Kent were insufficient to continue its operation by
;he City of Kent for the current year, and it has become necessary
;o appropriate funds therefor to the end of the current year, at
ihich time the operation will be assumed by King County Library
ender contract with the City of Kent; now, therefore,
THE CITY COUNCIL OF THE CITY OF KENT DO ORDAIN as follows:
Section 1. That an emergency exists as set forth in the
preamble of this ordinance that could not reasonably have been
Ioreseen at the time of the making of the budget for library funds
,f the City of Kent for the year 1959.
Section 2. That it is necessary to sustain the proper opera -
ion of the public library of the City of Kent that an emergency
ppropriation be made for the salaries and wages fund, for the
aintenance and opention fund, and for the capital outlay fund
f the City Library, for the year 1959; that the estimated amounts
ecessary to meet said emergency are as follows: For salaries and
ages - $1,212.60; Maintenance and operation -$750.00; Capital
utlay- $1,000.00; for a total of $2,962.60.
Section 3. That there is hereby appropriated for salaries
ad wages, City Library, the sum of $1,212.60; that there is here -
y appropriated for maintenance and operation of the City Library
he sum of $750.00; that there is hereby appropriated for the
apital outlay fund of the City Library the sum of $1,000.00; that
'f necessary emergency warrants shall be issued for said amounts
Dr for such portions thereof as shall be needed, such emergency
arrants to bear interest at the rate of six (6) per cent per
annum from the date of issue until paid.
Section 4. That the amounts drawn against said salaries and
ages, maintenance and operation, and capital outlay funds, for
he City Library, by said emergency warrants, if any, shall be
ncluded in the tax levy for the year 1960, as by law provided.
Section 5. This ordinance shall be in force five (5) days
fter its passage, approval and publication as provided by law.
