An Ordinance of the City of Kent providing for the per1� etuation government and main- tenance of the Kent Fire Department as heretofore created and established by the City Council, and repealing Ordinance No. `(33• )VII 1 THE CITY COUNCIL OF THE CITY OF KENT DO ORDAIN AS FOLLOWS: 2 Section 1. That the Kent Fire Department be and it is hereby 159 recognized as heretofore created and established and the same f� 315 4 shall be maintained in perpetuity as a department of the city O 5 government of the City of Kent. / Section 2. Any citizen of the City of Kent over the age of 8 ��J 7 21 years, of good moral character and possessing the physical and mental qualifications necessary to psrform the duties of a 8 9 fireman, may, subject to the requirements herein set forth, upon 10 filing application therefor, accompanied by the approval of the 11 Police and Fire Committee of the City Council, become a member 12 of the City Fire Department by appointment thereto by the Fire 13 Chief. 14 The first six months of membership shall be probationary only, lb and such member shall serve without pay, but with relief compensation, 18 pension and retirement benefits as may be provided for by the 17 Department and by the ordinances of the City and the laws of the 18 State of Washington. 19 The next eighteen months of membership shall be honorary, and 20 such member shall receive such pay and such relief compensation, 21 pension and retirement benefits as may be provided fo.,,by the Department and by the ordinances of the City and the laws of the 22 State of Washington. 23 24 Upon completion of the probationary and honorary periods of membership, such member shall become a regular member of the 25 28 Department, with such pay and such relief compensation, pension and retirement benefits as may be provided for by the Department and 27 by the ordinances of the City and the laws of the State of Wash - 28 ington. 29 Ni person can advance from probationary to honorary membership, 30 nor from honorary membership to regular membership, nor can any 31 member remain a member of the Department unless he attends at least 32 sixty (6 0) per cent of the alarms sounded in each quarter of such 1. reg membership. Attendance at probationary, honorary or re such alarms shall be determined by the records of the secretary 1 of the Department. Stations 1. and 2. shall be limited to twenty-four (24) members, 3 whether probationary, honorary or regular, or a combination 4 thereof. b Section 3. The officers of the Fire Department shall cottsis 8 of a chief, a first assistant chief, a second assistant chief, 7 two captains, one lieutenant, a secretary and a treasurer. The 8 offices of secretary and treasurer may be held by the same person. 9ointed Section 4. The Chief of the Fire Department, spall be app 10 by the Mayor and may be removed by that officer at his discretion. 11 The first assistant chief shall be appointed by the Fire Chief 12 and may be removed by the Fire Chief at his discretion. All other 13 officers of the Department shall be elected from its membership 14 by a majority vote of the members at the first meeting thereof 16 in the month of January of each year. 18 Section j. All funds of the Fire Department received from 17 the City shall be held by the treasurer of the Department and 18 paid out on the order of its Chief aril Secretary, upon the 19 approval cf the City Council. All othtr funds held by the 20 'treasurer of the Department shall be subject to the Department's 21 control and disposition. 22 Section b. Vacancies in any office of the Fire Department, 23 whether caused by death, inccA;�pacity, resignation or removal from 24 the City, or removal of the officer for cause by the proper 25 authority, shall be filled in the same manner as herein provided 28 for for the original appointment and/or election of such officer. 27 Section '(. Any and all property and equipment of the Fire 28 ! Department and all money in the treasury thereof received from 29 the City shall be the property of the City of Kcnt, subject; to 30 disposition as provided in Section �) of this Urdinance. 31 Section 8. The Fire Department :,hail make such rules and 32 regulations for its government, for the purchase of or otherwise acquiring equipment or apparatus, or means of raising funds, 2. 1 2 3 4 b 6 7 8 9 10 11 12 13 14 lb 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 for the payment of salaries, aril the encouragement of social or educational activities, as the department may desire, subject always to the approval of the City Council as,to the purchase of equipment or apparatus and the expenditure of funds supplied by the City. Section y. Wheiiever any fire alarm shall be sounded it shall be the duty of the police officer on duty at the time, if not otherwise engaged, to attend at the location of the fire and keep order and see that the regulations and orders of the Fire Chief in charge are obeyed. Section 10. That Ordinance No. '(33, passed on the (th day of May, 1y43, and approved by the Mayor on the (th day of May, 1y43, be and i.t is hereby repealed. Section il. `tiis ordinance shall be in full force and effect five (5) days after its passage, approval and publication, as ;by law provided.
