3 AN ORDINANCE of the City of Kent, Wash-
ington, annexing to the City certain lands
4 contiguous thereto and commonly referred to as
the "Mead -Samuels" Annexation.

t!7 6 WHEREAS, in accordance with RCW 35.13 of the Laws of the

' State of Washington the owners of not less than seventy-five (75%)
percent in value according to the assessed valuation for general
8 taxation of certain lands situated in King County, Washington,
9 and more particularly described hereinafter in this Ordinance,
10 filed with the City Council of the City of Kent, Washington their
petition in writing to have annexed to the City the said

11 described land, and
12 WHEREAS, in accordance with RCW 35.13 of the Laws of the
13 State of Washington various proceedings were had, and
WHEREAS, thereafter sixty (60) days expired after the
14 filing of the notice of intention of said annexation, and the King
15 County Boundary Review Board did not invoke jurisdiction thereof
16 pursuant to RCW 36.93 of the Laws of the State of. Washington, and
WHEREAS, thereafter public hearing s were held on said
17 annexation pursuant to proper notices therefor before the Kent
18 City Council, and
19 WHEREAS, itappears to the City Council of theCity of Kent,
Washington that said annexation meets the requirements specified
20 by law, the procedures from the filing with the City of Kent by
21 the requisite number of property owners of their notice of
22 intention to commence annexation proceedings, to and including
the consideration of the passage of this Ordinance also meet the
23 requirements specified by law and the lands sought to be annexed
24 are contiguous to the City of Kent and have not heretofore been
25 incorporated in or as a City or Town,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
26 WASHINGTON, DO ORDAIN AS FOLLOWS:
27 Section 1. That there shall be annexed to the City of
28 Kent, Washington, the following described land situated in the
County of King, State of Washington, towit:
29 The NW 1/4 of the SE 1/4 in Sec. 20, Twp. 22
30 N, Range 5 E., W.M. The NE 1/4 of the SW 1/4
in said Sec. EXCEPT the NW 1/4 of said NE -1/4
31 of said SW 1/4 in said Section.

Section 2.That the property hereby annexed shall be
assessed and taxed at the same rate and on the same basis as

other property within the City of Kent is assessed and taxed to
3
pay for any outstanding general indebtedness of the City to which

the area was annexed and which was contracted prior to or in
existence at the effective date of this annexation.

Section 3. That upon the 20th day of January, 1970, the
6
annexation of said property will become effective and said
7
property -shall become a part of theCity of Kent,:;$ubject to all
cf the laws and ordinances of the City then. and `iY ere fter in
effect except as otherwise provided by law:.'., .' ,. , +,'• <

Section 4. Notice is hereby given'�`that as of +the
10
effective date of this annexation all franchises"or permits here-
tofore granted to any person, firm or corporation�,by.,the State of
Washington, or by the governing body of the annexed•territory,

authorizing or otherwise permitting the operation of any public
13
transportation, garbage collection and/or disposal or other
similar public service business or facility within the limits of
14
the annexed territory are cancelled; but the holder of any such
15
franchise or permits herewith cancelled are herewith granted by
16
the City of Kent the franchise to continue such bi'siness within
the annexed territory for a period of ten (10) years from the
17
effective date of this annexation.

Section 5. Within thirty (30) days from the passage,
19
approval and publication of this Ordinance as provided by law,
the City Clerk of th amity of Kent shall under the directions
20
of the Mayor of the City of Kent determine the resident population
21
of the annexed territory which population determination shall
22
consist of an actual enumeration of the population which shall be
made in accordance with practices and policies and subject to
23
approval of the Planning and Community Affairs Agency of the
24
State of Washington and which population shall be determined as
25
'of the effective date of annexation as specified in this Ordinance.
Section 6. Within thirty (30) days after the effective
26
date of the annexation referred to in this Ordinance the City
27
Clerk of the City of Kent shall prepare a certificate signed by the
28
Mayor and attested by the City Clerk in such form and containing
such information as shall be prescribed by the Planning and
29
Cammunity Affairs Agency of the State of Washington and said City
30
Clerk shall thereafter submit said certificate in triplicate to
31
the Planning and Community Affairs Agency of the State of Washing-
ton, along with the population determination of the annexed area

as above set forth and further along with a legal description and
a map showing specifically the boundaries of the annexed territory.
Section 7. This Ordinance shall take effect and be
in force five (5) days from and after its passage, approval and
publication as provided by law and subject to the provisions of
:Section 3 hereof.
