RE: ORDINANCE 1620
Ordinance 1620 adopting the Uniform Building
Code Volume III - Housing - 1967 Edition,
was passed by the City Council on November 17,
1969 and was vetoed by Mayor Alex Thornton.
At the Council meeting of December 1, 1969,
the ordinance was returned for reconsideration
of the council. Upon Mayor Hogan's suggestion
the matter was held over to the December 15th
meeting to allow the new councilmen time to
review it. On December 15, 1969, the ordinance
was reconsidered. A motion to pass the ordinance
failed when three councilmen voted nay (five
affirmative votes are required to pass a vetoed
ordinance.

RECEIVED
I herewith veto and return, without my signature, to you
for further consideration, Kent City Ordinance No. 1620,
passed by the Kent City Council on November 17, 1969,
which calls for the Minimum Housing Code, Volume III,
Uniform Building Code, 1967 Edition, to be adopted.
I take this action for the reason that I do not feel that
the penalty provisions thereof and costs to our Kent Citizens,
especially our elderly and low income Citizens, have been
fully studied and understood.
I further feel that adoption of that Code is of sufficient
long range importance to all Kent Citizens so that all the
newly elected Kent City Council Members should have a
chance to familiarize themselves with it and thereafter join
with their fellow Kent City Council Members in voting whether
or not to adopt this Code.
You t
ALEX THORNTON
