1 ORDINANCE NO.
2 AN ORDINANCE of the City of Kent,
i; Washington declaring an emergency, making
3 appropriations and providing for the issuance
of warrants in the amount of $15,000.00 to
4 implement the establishment of a unit acre Nit., a '440
(punch card) system, on a rental basis, for
5 the balance of fiscal year 1968.

7 Section 1-.. That in order to enable the City of Kent
8 oto implement the establishment of a unit record (punch card)
9 (system, on a rental basis, it is necessary to appropriate the sum
10 osof $15,000.00 therefor at this time which has not been budgeted
11 for the City of Kent for fiscal year 1968.
12 Section 2. That an emergency exists due to the situation
13 'fset forth in Section 1 of this Ordinance which could not have

treasonably been forseen at the time of the preparation of the budge
for the year 1968, and, therefore, there is at this time as
jnecessary to sustain the proper operation and effeciency of the
City' s accounting and budgetary functions for the balance of
18 °fiscal year 1968 an emergency appropriation herewith made in the
19 '`sum of $15,000.00 to finance the rental and acquisition of unit

record (punch card) equipment and to provide sufficient sums to

pay for the necessary hiring and training of personnel to operate
said equipment to meet said emergency and, if necessary, emergency

warrants shall be issued for said amount or for such portion
24 ;thereof as shall be needed, such emergency warrants to bear

25 ';interest at the rate of six percent (6%) per annum from the date
26 �Iof issuance until paid.

27, Section 3. This Ordinance shall not be voted on until

wal least one (1) week has elapsed after its introduction and, for
29 massage, shall require the vote of one more than the majority of

,,all members of the Kent Citv Council and be approved by the Mayor.

1 Section 4. Any taxpayer may appear at the meeting at
2 !'which this emergency Ordinance is voted upon and be heard for or

against the adoption thereof.
Section 5. This Ordinance shall be voted upon at the
regular meeting of the Kent City Council in the Council Chambers
of the Kent City Hall at 8 o'clock p. m. , PTonday, April 15, 19685
and a copy of this Ordinance shall be published in the official
city newspaper once prbr to said date, as notice of said meeting
and proposed action.
Section 6. This Ordinance shall be in force after the
public hearing thereon and after the passage and approval thereof
as set forth in the preceding sections of this Ordinance and
'five (5) days after its finalpassage, approval and publication as
:provided by law.
