HomeMy WebLinkAbout13131 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 ORDINANCE NO. �3 3 AN ORDINANCE of the City of Kent declaring an emergency, making appropriations and pro- viding for the issuance of warrants for the payment of: (1) Salary and expenses for the Secretary of the Kent Fire Department Civil Service Commission for fiscal year 1965; (2) Salary, social security and retirement bene- fits and expenses for the position of Kent Municipal Accountant for the balance of the fiscal year 1965; and (3) Monies necessary to conclude payment for expenses of construction of fire stations and purchase of fire depart- ment equipment pursuant to.Ordinances No. 1229 and No. 1234 of the City of Kent. THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DO ORDAIN AS FOLLOWS: Rection 1. That in order to meet salary and expense requirements for the .Secretary of the Kent Fire .Department Civil Service Commission for fiscal year 1965, it is necessary to appro- priate funds therefor at this time which have not been budgeted for in the budget of the City of Kent for 1965. Section 2. That an emergency exists due to the situa- tion as set forth in Section 1 of this Ordinance that could not reasonably have been foreseen at the time of the preparation of the budget for the year 1965; and therefore there is at this time, as necessary to sustain the proper operation and efficiency of the office of the Secretary of the Kent Fire Department Civil Service Commission for fiscal year 1965, emergency appropriations herewith made of $420.00 for salary and $200.00 for expenses to meet said emergency through December 31, 1965; and that if neces- sary, emergency warrants shall be issued for said amounts, or for such portion thereof as shall be needed, such emergency warrants to bear interest at the rate of 6% per annum from the date of issuance until paid. gPr,t;nn 3. Section 4. That an emergency exists due to the situat as set forth in Section 3 of this Ordinance that could not reason- ably have been foreseen at the time of the preparation of the budget for the year 1965; and therefore, there is at this time, as necessary to sustain the proper operation and efficiency of the office of the Kent Municipal Accountant for fiscal year 1965, emergency appropriations herewith made of $108.75 for O.A.S.I. contributions, $108.25 for retirement contributions and $3,217.50 for salary and $200.00 for expenses, to meet said emergency through Dec.ember.31, 1965; and that, if necessary, emergency warrants shall be issued for said amounts, or for such portion thereof as shall be needed, such emergency warrants to bear in- terest at the.rate. of 6% per annum from the date -of issuance until paid. Sectinn S. That in order to meet unforeseen expense requirements incurred in the construction of the fire station facilities and trucks and equipment therefor, as authorized by Kent City Ordinances No. 1229 and No. 1234, it is necessary to appropriate funds therefor at this time which have not been budgeted for in the budget of the City of Kent for 1965. Section 6. That an emergency exists.due to the situa- tion as set forth in Section 5 of this Ordinance that could not reasonably have been foreseen at the time of the preparation of the budget for the year 1965; and therefore, there is at this time, as necessary to conclude the proper construction and equip- ping of the new fire station facilities of the City of Kent for fiscal year 1965, an emergency appropriation of $5,315.48 to meet said emergency through December 31, 1965; and that, if necessary, -2- 1 2 3 4 6 6 7 8 9 10 11 12 13 14 lb 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 emergency warrants: shall: be .issued for said amount, or for such portion thereof as shall be needed, such emergency.warrants to bear interest at the rate of 6% per annum from the date of issuance until paid. q,--n-tion 7. This Ordinance shall not be. voted on until. at .least one week has elapsed after its.introducton, and for passage shall require the vote of one more than the majority of all members of the City Council and be approved by the Mayor. Section 8. Any taxpayer may appear at the meeting at which this emergency Ordinance is voted upon and be heard for or against the .adoption thereof. Sention 9. This Ordinance shall be .voted upon at the regular meeting of the Kent City Council, in the Council Chambers of the Kent City Hall, at '.8:00 o'clock P.M., Monday, August 16, 11965,.and a copy of this Ordinance shall be .published in the official City newspaper once prior to said date -as Notice of said. meeting and proposed action. Section 10 This Ordinance shall be in force after the public hearing thereon, after the passage and approval thereof as set forth in Sections 7, 8 and 9 of this Ordinance, and after its final publication as provided by law.
