ORDINANCE NO -
AN ORDINANCE of the City of Kent de-
claring an emergency, making an appro-
priation and providing for the issuance
of warrants for the payment of the
salary of the Kent Police Judge and his
Secretary for the month of January 19639
as well as for the payment for maintenance
and operation of the Kent Municipal
Department of the Aukeen District Justice
Court for filing and witness fees and
other court costs through December 319
1963.
WHEREAS, the City of Kent in its budget for ex-
penses for the office and salary of the Kent Police Judge
and his secretary for the month of January 19639 made no
appropriation for said salaries amounting to $375.00 for
the month of January 1963, and
WHEREAS, the City of Kent in its budget for ex-
penses for the maintenance and operation of the Kent
Municipal Department of the Aukeen District Justice Court
for filing and witness fees and other court costs, made
no appropriation for said expenditures and costs in the
amount of $19700.009 through December 319 1963, and
WHEREAS, in order to meet said salary require-
ments of the Kent Police Judge and his secretary for the
month of January 19639 and to further meet the expenses
and costs of the operation of the Kent Municipal Depart-
ment of the Aukeen District Justice Court through December
319 1963, as aforesaid, it is necessary to appropriate
funds therefor at this time which have not been budgeted
for in the budget of the City of Kent for 1963;
NOW, THEREFORE, the City Council of the City
of Kent do ordain as follows:
Section 1. That emergencies exist as set
forth in the preamble of this Ordinance that could not

reasonably have been foreseen at the time of the making
of the budget for ,the year 1963.
Section 2. That it is necessary to pay the
lawful obligation of the City of Kent for the salary of
the Kent Police Judge and his Secretary for the month of
January 19639 that an emergency appropriation be made for
said salaries and that the amount necessary to meet said
emergency is $375.00.
Section 3. That it is necessary to sustain
the proper operation of the Kent Municipal Department of
the Aukeen District Justice Court for the City of Kent,
Washington that an emergency appropriation be made for the
maintenance and operation of said Municipal Department for
filing and witness fees and other court costs and that the
estimated amount��- necessary to meet said emergency is-.
$1,700.00 through December 31, 1963.
Section 4. That there is hereby appropriated
for the salary of the Kent Police Judge and his Secretary
for the month of January, 19639 the sum of $375.00; that
if necessary, emergency warrants shall be issued for said
amount, or for such portion thereof as shall be needed,
such emergency warrants to bear interest at the rate of
6% per annum from the date of the issuance until paid.
Section 5. That there is hereby appropriated
for the maintenance and operation of the Kent Municipal
Department of the Aukeen District Justice Court for filing
fees and witness fees and court costs through December 31,
1963, the sum of $1,700.00; that, if necessary, emergency
warrants shall be issued for said amount, or for such

portion thereof as shall be needed, such emergency
warrants to bear interest at the rate of 6% per annum
from the date of the issuance until paid.
Section 6. That the amounts drawn for the
salary of the Kent Police Judge and his Secretary for the
month of January, 1963, and for the maintenance and opera-
tion of the Kent Municipal Department of the Aukeen District
Justice Court, as set forth in prior sections of this
Ordinance by said emergency warrants, if any, shall be
included in the tax levy for the year 1963, as by law
provided.
Section 7. This Ordinance shall not be voted
on until one week has elapsed after its introduction, and
for passage shall require the vote of one more than the
majority of all members of the Kent City Council; and any
tax payer may appear at the meeting at which the emergency
Ordinance is to be voted on and be heard for or against
the adoption thereof.
Section 8. This Ordinance shall be in force
five (5) days after its passage, approval and publication
as set forth in Section 7, and as provided by law.
