AN ORDINANCE OF THE CITY OF KENT DECLAR-
ING AN EMERGENCY, MAKING AN APPROPRIATION
AND PROVIDING FOR THE ISSUANCE OF WARRANTS
FOR PAYMENT OF THE SALARY 0£ THE CLERK IN
THE UTILITY SECTION OF THE KENT CITY WAFER
DEPARTMENT THROUGH DECEMBER 319 1963.
WHEREAS, the City of Kent in its budget for ex-
penses for the office and salary of a clerk in the Utilities
Section of the Kent City Water Department, made no appro-
priation for the additional clerical assistance needed in
said department from the present date through the 31st day
of December, 1963, and
WHEREAS, in order to meet the salary requirements
of said additional clerical assistance in said Utilities
Section of said Kent City Water Department, as aforesaid,
it is necessary to appropriate funds therefor at this time
in the amount of $1,750.00 which have not been budgeted
for in the budget for th4 City of Kent for 1963,
NOW, THEREFORE, the City Council of the City of
Kent do ordain as follows:
Section 1. That emergencies exist as set forth
in the preamble of this Ordinance that could not reasonably
have been foreseen at the time of the making of the budget
for the year 1963.
Section 2. That it is necessary to sustain the
proper operation of the Utilities Section of the Kent City
Water Department for the City of Kent, Washington, that an
emergency appropriation be made for the. salary for addi-
tional clerical assistance in said department, and that
the estimated amounts necessary to meet said emergency is
$1,750.00.

Section 3. That there is hereby appropriated
for the salary of additional clerical assistance for the
Utilities Section of the Kent City Water Department through
December 31, 1963, the sum of $19750.00; that if necessary,
emergency warrants shall be issued for said amount, or for
such portion thereof as shall be needed, such emergency
warrants to bear interest at the rate of bix per cent (6%)
per annum from the date of the issuance until paid.
Section 4. That the amounts drawn for said
additional clerical assistance for said Utilities Section
of the said Kent Water Department, as set forth in the
prior sections of this Ordinance by said emergency warrants,
if any, shall be included in the tax levy for the year
1963, as by law provided.
Section 5. This Ordinance shall not be voted on
until one-(1).week has elapsed after its introduction, and
for passage shall require the vote of one more than the
majority of all members of the Kent City Council; and any
tax payer may appear at the meeting at which the emergency
Ordinance is to be vote on and be heard for or against the
adoption thereof.
Section 6. This Ordinance shall be in force five
(5) days after its passage, approval and publication, as
set forth in Section 59 and as provided by law.
