AN ORDINANCE of the City of Kent declar- ing an emergency, making an appropriation, and providing for the issuance of warrants -for payment of the salary of the Kent City Attorney through December 31, 1963 WHEREAS, the City of Kent in its budget for ex- penses for the office and salary of City Attorney for the year 1963, made no appropriation for the increased salary of the Kent City Attorney from $300.00 to $1,000.00 per month, commencing effective the 1st day of April, 19639 and WHEREAS, pursuant to Kent City Ordinance No. 1177, effective March 25, 1963, the salary of the Kent City Attorney was increased as of April 19 1963, from $300.00 per month to $1,000.00 per month, and WHEREAS, in order to meet the salary requirements of the Kent City Ordinances and of the Kent City Attorney, as aforesaid, it is necessary to appropriate funds there- for at this time, which have not been budgeted for in the budget for the City of Kant for 1963. NOW, THEREFORE, the City Council of the City of Kent do ordain as follows: Section 1. That emergencies. exist as set forth in the preamble of this Ordinance that could not reasonably have been foreseen at the time of the making of the budget for the year 1963. Section 2. That it is necessary to'sustain the proper operation of the office of the City Attorney for -t4he City of Kent, Washington, that an emergency appropri- ation be made for the salary of the Kent City Attorney, and Iram 1 2 3 4 5 g� I 7' 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22' 23 24 25. 26 27 28 29 30 31 that the estimated amounts necessary to meet said emer- gency is $59600.00. Section 3. That.there is hereby appropriated for the salary of the City Attorney, through December 319 1963, the sum of $5,600.00; that, if necessary, emergency warrants shall be issued for said amount, or for such portion thereof as shall be needed, such emergency warrants to bear interest at the rate of six per cent (6%) per annum from the date of the issuance until paid. Section 4. That the amounts drawn for the salary of the City Attorney, as set forth in prior sections of this Ordinance by said emergency warrants, if any, shall be included in tax levy for the year 1963, as by law pro- vided. Section 5. This Ordinance shall not be voted on until one (1) week has elapsed after its introduction, and for passage shall require the vote of one more than the majority of all members of the Kent City Council; and any tax payer may appear at the meeting at which the emergency ordinance is to be voted on and be heard for or against the adoption thereof. Section 6. This Ordinance shall be in force five (5) days after its passage, approval and publication, as set forth in Section 5 hereof, and as provided by law. Introduced this ofJu , 1963.
