approving and confirming the assessments
and assessment roll

avenues in the City by the construction
and installation of curbs and gutters, storm
drains, catch basins, ballast, crushed stone
sub -base, asphaltic concrete paving, together
with all necessary work in connection therewith
and incidental thereto, levying and assessing
the amount thereof against the several lots,
tracts, parcels of land and otherproperty

shown on said assessment roll; providing
for
the payment of said assessments into the
Local Improvement District No. 240 Fund,
created by Ordinance No. 1084 of the City;
and declaring an emergency.
WHEREAS, by motion duly made, seconded and passed on the 18th
day of December, 1961, the City Council fixed the date, time and
place of the hearing on the assessment roll for L.I.D.No. 240, as
8:00 o'clock Y.M., on January 15, 1902, at the City Hail, Kent,
Washington; and
WHEREAS, notice of said hearing was duly and regularly given
by publication in the Kent News -Journal on'the 20th day acid 27thda
December, 1961, and by mailing a notice thereof to the owner or
reputed owner of each lot, tract, parcel of land or other property
whose name appears on such assessment roll, at the address of
such owner as shown on the tax rolls of the County Treasurer for
the property described on the rolls; and
WHEREAS, at the time and place of said hearing, the Council mE
and considered said assessment roll and the written and oral
protests filed and made thereto and, after consideration of such
roll and discussion of such protests, denied the protests and
then ordered the said assessment roll as presented to be confirmec
in the manner required by law.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the
City of Kent, Washington, as follows:
Section 1. That the assessments and assessment roll of
L.I.D. No. 240, for the improvement of certain streets and
avenues within the City,by the construction and installation of
curbs and gutters, storm drains, catch basins, ballast, crushed
stone, subbase, asphaltic concrete paving, and all necessary

appurtenances thereto and by doing all work necessary in
connection therewith and incidental thereto, as authorized and
ordered by Ordinance No.1084, passed and approved on the loth
day of January, 1901, as such assessments now stand upon such
assessment roll, be and the same are hereby in all things
approved and confirmed.
Section 2. That each of the lots, tracts, parcels of land
and other property shown upon said roll is hereby declared to
be specially benefited by said improvement in at least the
amount charged against the same, and the assessment appearing
against each such lot, tract, parcel of land, and other property
is in proportion to the several assessments appearing upon said
roll. There is hereby levied and assessed against each such
lot, tract, parcel of land and other property appearing upon
said roll, the amount finally charged against the same thereon.
Section 3. The amount of each assessment, or any portion
thereof, may be paid at any time within thirty (30) days from
the date of the first publication of the City Treasurer's notice
that the assessment roll has been placed in his hands for collec-
tion, without penalty interest or cost, and thereafter the sum
remaining unpaid, if any, may be paid in ten (10) equal annual
installments, with interest on the whole unpaid sum at the rate
of 5% per annum, such installments coming due each year, commen-
cing with the year 1903, on the date that is thirty (30) days
after the first publication of said notice, and each year there-
after one of said installments, together with interest due
thereon, and on all installments thereafter to become due,
shall be collected as provided by law and the ordinances of the
City of Kent.
Section 4. All of such assessments•or installments thereof
and interest and penalty, if any, thereon, collected by the
City Treasurer, shall be paid into the "Local Improvement Dis-
trict No. 240 Fund" created by said Ordinance No. 1084, and
shall be used solely for the purpose of paying the principal
of and interest on the warrants and bonds drawn upon or issued

against said fund.
Section 5. This ordinance is declared to be one necessary
for the immediate preservation of the public peace, property,
health and safety of the people of the City of Kent, Wash-
ington. An emergency is hereby declared to exist and this
ordinance is hereby declared to be in full force and effect
from and after its passage, approval and publication as pro-
vided by law.
PASSED BY THE CITY COUNCIL of the City of Kent, Washington,
and approved by the Mayor at a regular meeting of said Council
held this 15th day of January, 1962.
