An Ordinance of the City of Kent relating
to motor vehicles, traffic, travel and
transportation and their incidents
upon the streEts, bicycle paths and
other ways open to the public, and
amending Section 18 of Ordinance No. 848,
Section 25(a) of Ordinance No. 848, as
added by Ordinance No. 857, as amended
by Ordinance No. 936, as amended by
Ordinance No -993, and as amended by
Ordinance No. 1013, amending Section 34
of Ordinance No. 848 and amending
Section 89 of Ordinance No. 848, as
amended by Ordinance No. 936.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KENT AS FOLLOWS
Section 1. That Section 25(a) of Ordinance No. 848 of the
City of Kent, entitled "An Ordinance of the City of Kent relating
to and regulating motor vehicles, traffic, travel and transpor-
tation and their incidents upon the public streets, bicycle paths
and other ways open to the public; prescribing the powers and
duties of officers and others in relation thereto; defining
offenses; providing penalties, and repealing Section 15 of
Ordinance No. 683, and Ordinances Nos.216, 493, 5Z2, 570, 589,
592, and 750, and all amendments thereof, and all other ordinance
and sections of ordinances insofar as they are in conflict there-
with", passed April 21, 1952, and approved April 22, 1952, as
added by Ordinance No. 857 of said City, passed and approved
March 2, 1953, and as amended by Ordinance No. 936, passed
November 19, 1956 and approved November 20, 1956, as amended by
Ordinance No. 993, passed and approved on the 15th day of Septem-
ber, 1958, and as amended by Ordinance No. 1018, passed and
approved on the 0th day of April, 1959, be and it is hereby
amended to read as follows:
"Section 25(a). Increasing or decreasingspeed limit in cer-
tain zones. It is hereby etermined on the basis of an enginee.
ing and traffic investigation that the speed permitted by stat
law upon some of the following streets is less and, in some
cases,is more than is necessary for safe operation of vehicles
thereon by reason of the designation and sign posting of said
streets as arterial highways, and by reason of widely spaced
intersections, and by reason of traffic thereon as disclosed
by studies, and it is hereby declared that the speed limit
shall be as hereinafter set forth on those streets or parts of
streets herein designated, at the times specified, when signs
are erected giving notice thereof, but in no case shall the
speed limit exceed sixty (0-0) miles per hour.

Section 2. That Section 18 of Ordinance No. 848 of the City
of Kent, entitled, passed and approved as hereinabove set forth
in Section 1. hereof, be and it is hereby amended to read as
follows :
"Section 18.Traffic-control Signal Legend. Whenever traffic
words
is controlled by traffic -control signals exhibit -4
ng the 'Go,' 'Caution,' or 'Stop,', or exhibiting different colored
lights successively one at a time, or with arrows, the fol-
lowing colors only shall be used and said terms and lights
shall indicate and apply to operators of vehicles and pedes -
trians as follows:
(a) Green alone or 'Go'.
(1) Vehicular traffic facing the signal, except when
prohibited by a superior regulation, may proceed straight
through or turn right or left unless a sign at such place
prohibits either such turn. But vehicular traffic, in-
cluding vehicles turning right or left, shall yield the

right-of-way to other vehicles and to pedestrians lawfully
within the intersection or an adjacent crosswalk at
the time such signal is exhibited.
(2) Pedestrians facing the signal may proceed across
the roadway within any marked or unmarked crosswalk unless
directed otherwise by a pedestrian signal.
(b) Yellow alone or 'Caution' when shown following the
green or 'Go' signal.
(1) Vehicular traffic facing the signal is thereby
warned that the red or 'Stop' signal will be exhibited
immediately thereafter and such vehicular traffic shall
not enter or be crossing the intersection when the red or
'Stop' signal is exhibited.
(2) Pedestrians facing such signal are thereby advised
that there is insufficient time to cross the roadway, and
any pedestrian then starting to cross shall yield the
right-of-way to all vehicles.
(c) Red alone or 'Stop.'
(1) Vehicular traffic facing the signal shall stop be-
fore entering the nearest crosswalk at an intersection or
at such other point as may be designated by the proper
traffic authority. Vehicular traffic facing such a signal
shall remain standing until green or 'Go' is shown alone;
provided, that such traffic may, after stopping, cautiously
proceed to make a right turn from a one-way or two-way
street into a street carrying two-way traffic or into a
one-way street carrying traffice in the direction of the
right turn; or a left turn from a one-way or two-way street
into a one-way street carrying traffic in the direction of
the left turn; unless a sign posted by competent authority
prohibits such movement; but vehicular traffic making such
turns shall yield the right-of-way to other vehicles and
to pedestrians lawfully within the intersection or an
adjacent crosswalk at the time signal is exhibited.
Pedestrians facing such a signal shall not enter the
roadway, unless a separate walk indication is shown.
(d) Red or "Stop' with green arrow.
(1) Vehicular traffic facing such signal may cautiously
enter the intersection.only to make the movement indicated
by such arrow, but shall yeild the right-of-way to pedes-
trians lawfully using the intersection.
(2) No pedestrian facing such signal shall enter the
roadway unless he can do so safely and without interfer-
ing with any vehicular traffic or unless a separate 'Walk"
indication is shown.
(e) in the event an official traffic -control signal is
erected and maintained at a place other than an intersection,
the provisions of this section shall be applicable except as tc
those provisions which by their nature can have no application.
Any stop required shall be made at a sign or marking on the
pavement indicating where the stop shall Ne made, but in the
absence of any such marking, the stop shall be made at the
signal."
Section 3. That Section 34 of said Ordinance No. 848 of the
City of Knt, entitled, passed and approved as hereinabove set
forth in Section I. of this ordinance, be and it is Yereby
amended to read as follows:
"Section 34. Arterial hi hwa s desi nated. Those streets
and parts of s ree s hereinafter in this section described are
hereby declared to be arterial highways for the purpose of this
title:
Central Avenue from North City Limits to Willis Street;
South State Street from Willis Street to South City Limits;
Meeker Street from 'molest City Limits to East Marginal Line
of Central Avenue;
Smith Street from West Marginal Line of Railroad to the
East City Lizhits;
James Street from Northern Pacific Railroad Company right
of way east to the East City Limits;"
Section 4. That Section 89 of Ordinance No. 848 of said
City, entitled, passed and approved as hereinabove set forth in
Section 1, of this Ordinance, as amended by Section 3. of
Ordinance No. 936 of said City, passed on November 19, 1956 and
approved on November 20, 1956, be and the same is hereby amended
to read as follows:
"Section 89. Statutes .adopted. The following statutes, to-
gether with all amendments and additions to such statutes when
printed and three copies thereof filed with the City Clerk of
the City of Kent are hereby adopted by reference:
