An Ordinance of the City of Kent declaring
an emergency, making an appropriation and
providing for the issuance of warrants, for the
capital outlay fund of the Water Department and
for the salaries and wages fund of the current
expense fund of the City of Kent.
WHEREAS, the City of Kent in its budget for current expense,
salaries and wages for the year 1960, appropriated no moneys
for the salaries and wages of a secretary to the Police Judge; and
WHEREAS, it has become necessary to supply secretarial help to
the Police Judge; and
WHEREAS, it has become necessary to appropriate funds for the
salaries and wages of the secretary for the Police Judge to the
end of the current year; and
WHEREAS, the City of Kent late in the year 1959 called for
bids for a Water Department truck and canopy therefor, to be paid
for from funds budgeted for the year 1959; and
WHEREAS, late in said year bids were received, were unsatisfac-
tory and were rejected by the Council; and
WHEREAS, anticipating that said truck and canopy would be pur-
chased with the budget funds of 1959, no funds were appropktated
for the year 1960 for said truck and canopy, and it has become
necessary to appropriate funds therefor for the year 1960; now,
therefore,
THE CITY COUNCIL Qi THE CITY OF KENT DO ORDAIN as follows:
Section 1. That emergencies exist as set forth in the preamble
of this ordinance that could not reasonAbly have been foreseen at
the time of the making of the budget, for the year 1960.
Section 2. That it is necessary to sustain the proper operat
of the Police Judges Department of the City of Kent that an
emergency appropriation be made for the salaries and wages fund
of the current expense fund, and that it is necessary to sustain
the proper operation of the capital outlay fund for the Water
Department that an emergency appropriation be made for the capital
outlay fund of the Water Department, for the year 1960; that the
estimated amounts necessary to meet said emergencies are as
follows:

For salaries and wages of the current expense fund 250.00
For the capital outlay for the Water Department
2146.56
Section 3. Thatthere is hereby appropriated for salaries and
wages, current expense fund, the sum of $250.00; that there is
hereby appropriated for the capital outlay fund of the Water
Department the sum of $2,146.56; that if necessary emergency warra is
shall be issued for said amounts, or for such portions thereof as
shall be needed, such emergency warrants to bear interest at the
rate of six (6) per cent per annum from the date of issue until
paid.
Section 4. That the amounts drawn against said salaries and
wages, current expense fund, and against said capital outlay fund
of the Water Department, by said emergency warrants, if any, shall
be included in the tax levy for the year 1960, as by law provided.
Section 5. That this ordinance shall beialiforce five (5) days
after its passage, approval and publication as provided by law.
