OLo qb^ AN ORDINANCE of the City of Kent, Washington, creating the position of Park- ing Enforcement Aid within the Police De- partment; prescribing the powers and duties of the position; authorizing the parking aid to issue and serve parking citations and complaints; and providing for the filing of citations and complaints with the Clerk of the Court or Traffic Violation Bureau. THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO HEREBY ORDAIN AS FOLLOWS: Section 1. There is hereby created within the Police Department of the City of Kent a position designated as Parking Enforcement Aid. Section 2. The Parking Enforcement Aid shall be se- lected by and be under the supervision of the Chief of Police and or his designated representative. Section 3. The person filling the position of Parking Enforcement Aid shall not be deemed to be a "law enforcement officer" as that term is used in the Law Enforcement Officers and Firefighters Retirement System, nor shall the position be a classified position within the Civil Service system of the City of Kent. Section 4. DUTIES. The duties of the Parking Enforce- ment Aid shall include patrolling assigned areas of the City to detect violation of the city's parking regulations, to issue ci- tations to violators of parking regulations, to appear in court to testify when so required, and to perform related work as as- signed. Section 5. POWERS. The Parking Enforcement Aid shall not have the power of arrest, but shall have authority to issue and serve citations and complaints for violation of City of Kent parking regulations; provided, that a copy of any such complaint shall be filed with the Clerk of the Court or Traffic Violations Bureau within 48 hours after its issuance. Section 6. SALARY. The salary of the Parking Enforce- ment Aid shall be that amount determined by the City Council for the balance of 1977 and that amount established in the annual City Budget for subsequent years. For the balance of the 1977 calender year the monies to pay the salary shall come from the city's current expense unbudgeted unexpended balance and the City Administrator is hereby empowered to make the necessary transfer from that account to the Police Department budget.
