HomeMy WebLinkAbout1944ORDINANCE NO.(t'I'� AN ORDINANCE of the City of Kent, Wash- ington, creating the Kent Arts Commission, defining the duties and functions of the commission, establishing the method of ap- pointing members to the commission, creating an Arts Commission Fund and providing for appropriations to the fund. THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DO HEREBY ORDAIN AS FOLLOWS: Section 1. There is hereby created an arts commission to be known as Kent Arts Commission. '- ;� Section 2. The arts commission may, alone or in co operation with any other private, civic or public body of any city, county or the State of Washington, initiate, sponsor or conduct programs calculated to further public awareness of and interest in the visual and performing arts. Section 3. The membership of the arts commissison shall be twelve (12) members to be appointed by the Mayor with the approval of the City Council. Of the first twelve members appointed, six shall be appointed for two (2) years and six shall be appointed for four (4) years, with the respective terms of each initial appointee to be determined by lot. Subsequent appointments shall be for a period of four (4) years or for the unexpired balance of the term for which appointed, whichever is the lesser period. In addition to the twelve appointed members, one member of the City Council shall be designated by the pres- ident of the council to serve as an ex officio member of the arts commission. Section 4. The arts commission shall elect its officers, including a chairman, vice chairman, and such officers as it may deem necessary. Such persons shall occupy their re- spective offices for a period of one year. The arts commission shall hold regular public meetings at least monthly. Section 5. The arts commission shall adopt rules for transaction of business and shall keep written minutes of its proceedings which minutes shall be a public record. �a? Section 6. The arts commission shall each year submit to the City Administrator and City Council for approval a pro- posed budget for the following year in the manner provided by law for preparation and submission of budgets by appointive officials. Section 7. There is hereby established a fund entitled City of Kent Arts Commission Fund, into which shall be placed the allocation as the City Administrator and City Council shall annually appropriate thereto together with any miscellaneous revenues, grants, gifts or bequests for purposes of furthering the arts. Expenditures shall be disbursed from this fund only upon advance approval by the City Council and all balances re- maining in this fund at the end of any year shall at the dis- cretion of the City Council be carried over to the succeeding year. Section 8. If any provision of this Ordinance or the operation of such provision should be held invalid, such inva- lidity shall not affect other provisions of this Ordinance or their operation unless dependent for their effect or operation upon the provision held invalid and then only to the extent of such dependency and for such purpose the provisions of this act are declared to be severable. Section 9. This Ordinance shall take effect and be in force five (5) days from and after its passage, approval and publication, as provided by law.
