V AN ORDINANCE of the City of Kent, Wash-
ington, creating a Board of Park Commissioners,
establishing the numbers of Commissioners and
their terms of office, providing for appoint-
ments to and removal from the Board, describing
the powers and duties of the Board, and repeal-
ing Ordinance 1568.
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO
HEREBY ORDAIN AS FOLLOWS:
Section 1. There is hereby created a Board of Park
Commissioners, consisting of five (5) members, who shall be ap-
pointed by the Mayor, with the consent of the majority of the
City Council. Ex Officio members of the Board may be appointed
by the Chairman with majority approval and shall include the Park
and Recreation Director.
Section 2. To be eligible for appointment to or ser-
vice on the Board, a person must live within the City of Kent or
Kent School District. The term of office of the first two (2)
Commissioners appointed following the adoption of this Ordinance
shall expire June 1, 1976; the terms of office of the second two
(2) Commissioners appointed following the adoption of this Ordi-
nance shall expire June 1, 1977; the term of office of the final
Commissioner appointed after the adoption of this Ordinance shall
expire June 1, 1978. After the effective date of this Ordinance
when a vacancy occurs on the Board, appointment for that position
shall be for three (3) years, or for the remainder of the unex-
pired term, whichever is the shorter period of time. Members of
the Board may be dismissed by the Mayor, with the approval of the
City Council, for the reasons of neglect of duty, inefficiency or
malfeasance in office.
Section 3. Members of the Board shall serve without
compensation except that reimbursement for authorized travel ex-
penses be made. Such reimbursement shall come from the part of
the Park and Recreation Department annual budget designated for
travel as authorized by City Council.

Section 4. OFFICERS. The regular meeting of the Board
in June shall be the annual meeting of the Board at which elec-
tions of officers shall occur. Officers shall include a Chairman
and Vice Chairman, and such other officers as may be necessary.
Officers shall be elected for a term of one (1) year. A majority
of the Board shall constitute a quorum for transaction of busi-
ness, and a majority of the quorum present shall be necessary to
carry any proposition. A regular meeting of the Board shall be
held at least once a month at a time and place established by the
Board.
Section 5. POWERS AND DUTIES. The Board shall have
the responsibility of keeping generally aware of the park and re-
creation needs of the City, and of interpreting community park
and recreation needs to the Director. The Board shall advise the
Council and Department regarding the functions of the Department.
The Board shall recommend the goals and objectives of the Depart-
ment and recommend the general policies to be followed in carry-
ing out the Department's goals and objectives, in areas including,
but not limited to: recreation programs, sports events, cultural
activities, management and supervision of parks and facilities,
acquisition and development of new parks, facilities and programs
and rules and regulations.
Section 6. BUDGET. It shall be the responsibility of
the Board to make recommendations to the Director and to the City
Council regarding the Department annual budget, together with re-
commendations for the development of the program and facilities
as it may deem advisable, for the information and guidance of the
City Council in preparing the budget for the operation and main-
tenance of properties and facilities under the management of the
Department.
Section 7. With the approval of the City Council the
Board shall have the power to acquire or improve land for park
purposes or to accept gifts of real or personal property. Any
property so acquired shall be taken in the name of the City.
Section 8. Ordinance 1568 be and the same hereby is
repealed in its entirety.
