SII AN ORDINANCE of the City of Kent, Washington fixing the compensation for City Councilmen and amending Section 1 hh of Ordinance 1112. o� THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, HERE- BY ORDAIN AS FOLLOWS: off, 3 Section 1. Section 1 of Ordinance 1112, entitled "An Ordinance of the City of Kent fixing the compensation for City Councilmen for attending Council Meetings", passed November 20, 1961 and approved November 20, 1961, and which reads as follows: "Section 1. Pursuant to the provisions of Section 7, of Chapter 89, Laws of Washington 1961 (RCW 35.24.090) each City Councilman of the City of Kent as his next elected term commences, shall be paid the sum of $20.00 for each meeting attended by said Councilman, provided that no Councilman shall be paid for more than two council meetings in any one month." is hereby amended to read as follows: "Section 1. Pursuant to the provisions of Section 5, Chapter 251, Laws of Washington, lst Ex. Session, 1971 (RCW 35A.12.070) each City Councilman of the City of Kent, as his next elected term commences, shall be paid a salary of $200 per month." Section 2. This Ordinance shall take effect and be in force five (5) days from and after its passage, approval and pub- lication as provided by law. The Kent Zoning Code Ordinance will become ei:fective _without my signature. The sign section of this ordinance, primarily the off -premise sign portion, is not in the best interests of the community. There have been many improvements made to..the community's appearance at considerable expense and inconvenience �.o individual citizens. Their efforts have benefited the entire ccumunity. Off - premise signs are a form of visual pollution that many.commun ties have prohibited. The ordinance increasing council members'.comperisation will also become -law without signal-..- :, „o, ,.cil has indicate4 1 increasis-being made for tiTe work now being done by the council with no commitment of additional participation in public meeti;zgs. 'Ilse public is only aware of the combination committee meeting - workshop sessions on the second and fourth Mondays and the regular council meetings on the first and third Mondays. Any other official participation by the council members has been limited to occasional attendance at Planning Commission and Board of Adj:-stment meetings. There is an increasing need for "coverage" of a variety of meetings involving the city; this need apparently will not be met by this across-the-board salary increase. A more equitable arrangement would be to compe;,sate those members for actual time spent in representing the city. A comment at a recent finance meeting indicated the administration would by required to justify all employee salaries. A number of employees have been required to assume additional responsibilities and a report of these activities will be given to the council by the Personnel Director.
