THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DO HEREBY ORDAIN AS FOLLOWS: Section 1. Section 1 of Ordinance 1888 as amended by Section 1 of Ordinance 1978 and which reads as follows: "Section 1. In acco0ance with Chapter 218 Laws of Wash- ington, 1973 First Extraordinary Session, as amended, 11 there is hereby levied upon all persons, associations and organizations who have been duly licensed by the Washington State Gambling Commission to conduct or operate (1) Any bingo games, raffles and amusement games, a tax rate of ten (10) percent of the gross revenue received therefrom less the amount paid for or as prizes; (2) Any punchboards or pulltabs, a tax rate of five (5) percent of the gross receipts from such punch - boards or pulltabs; (3) Social card games, a tax rate of ten (10) percent of the gross receipts received therefrom; (4) Any public cardroom operated as a commercial sti- mulant, a tax of ten (10) percent of the gross re- ceipts received therefrom." is hereby amended to read as follows: "Section 1. In accordance with Chapter 218 Laws of Wash- ington, 1973 First Extraordinary Session, as amended, there is hereby levied upon all persons, associations and organizations who have been duly licensed by the Washington State Gambling Commission to conduct or operate (1) Any bingo games and raffles, a tax rate of 10% of the gross revenue received therefrom less the amount paid for as prizes; subject, however, to the pro- visions of Section 6 below. (2) Any amusement games, a tax in an amount sufficient to pay the actual costs of enforcement of the pro- visions of Chapter 218 Laws of Washington, 1973 First Extraordinary Session as amended, provided that such tax shall not exceed 2% of the gross rev- enue from any such amusement games less the amount paid for as prizes. (3) Any punchboards, pulltabs, a tax rate of 5% of the gross receipts from such punchboards or pulltabs; (4) Social card games, a tax rate of 10a of the gross receipts received therefrom; (5) Any public cardroom operated as a commercial stim- ulant, a tax of 10% of the gross receipts received therefrom. (6) No tax shall be imposed under the authority of this Ordinance on bingo, raffles, or amusement games when such activities or any combination thereof are con- ducted by any bonafide charitable or non-profit organization as defined in RCW 9.46.020(3), which organization has no paid operating or management personnel and has grossed income from bingo, raffles or amusement games, or any combination thereof, not exceeding $5,000 per year less the amount paid for as prizes." Section 2. Section 1 of Ordinance 1978 be and the same is repealed. Section 3.
