HomeMy WebLinkAbout2655Ordinance No. 2655 (Amending or Repealing Ordinances) CFN=873 - Human Services Commission Passed - 9/2/1986 Establishing a Human Services Commission - Creating Ch. 2.39 KCC Amended by Ord. 3861;4029 ORDINANCE NO. �J 1 AN ORDINANCE of the City of Kent, Washington, relating to Human Services; creating a new Chapter 2.39 Kent City Code; establishing a Human Services Commission. WHEREAS, the City of Kent has supported the needs of the citizens of the City of Kent through its own programs, and in cooperation with other agencies; and WHEREAS, there are diminishing federal and state resources available to provide for human services; and WHEREAS, it is important to provide for the most efficient use of resources in the provision of human services; and WHEREAS, a study committee on human services policies has published its report in August 1986; and WHEREAS, it is appropriate to establish a Human Services Commission to review human services issues, and to advise the City of Kent; NOW THEREFORE THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES HEREBY ORDAIN AS FOLLOWS: Section 1. A new Chapter 2.39 is added to the Kent City Code as follows: 2.31 HUMAN SERVICES COMMISSION. 2 31 010 HUMAN SERVICES COMMISSION CREATED. The City of Kent Human Services Commission is hereby created. The Commission shall serve in an advisory capacity to the Mayor, City Council, and City Administrator. 2.34.020 MEMBERSHIP, TERMS, RESIDENCE REQUIREMENTS._I A. The Commission shall consist of seven appointed' members, each of whom shall be appointed by the Mayor and confirmed by the City Council. B. The term of office of the first two commissioners appointed and confirmed shall expire January 1, 1988; the term of the second two commissioners appointed and confirmed shall be January 1, 1989; the term of office of the final three commissioners appointed and confirmed shall expire January 1, 1990. When a vacancy occurs on the Commission, appointment for that position shall be for three years, or for the remainder of the unexpired term, whichever is the shorter period of time. C. At least four persons appointed to serve on the Commission shall reside within the corporate limits of the City. D. To the extent practicable, appointments shall reflect a balance of interest and should include two business persons, a person who has used or is using human services, two members of the religious community, a representative of a regional human service planning agency or organization, such as the Kent Area Activities Council, United Way, and the South King Council of Human Services, and a service club representative. E. There shall also be two nonvoting members of the Commission, to consist of a member of the City Council, appointed yearly by the President of the Council; and one representative of a human service provider organization or agency to be appointed yearly by the Mayor, provided such representative of a human service provider shall not serve consecutive terms. 2.3+9.030 ORGANIZATION, AND MEETINGS. The Commission shall elect a chairperson and vice -chairperson from among its voting members. Such officers shall hold office for one year. The City Administrator shall appoint appropriate staff to assist the Commission in the preparation of such reports and records as are necessary for the proper operation of the Commission. The Commission shall meet upon call of the chairperson, as necessary. - 2 - 2 39 040 COMMISSION RESPONSIBILITIES. The Commission shall make reports and recommendations to the Mayor, City Council and City Administrator concerning human services issues including: A. Development and assessment of human services needs in the City of Kent. B. Determination of priorities of human service needs within the City of Kent. C. Evaluation and recommendation on funding requests submitted to the City. D. Evaluation and review of the performance of individual human service organizations and agencies. E. Review of City actions which may affect the availability and quality of human service provision in the City. F. Coordination with other groups and human services planning agencies and organizations, such as the Kent Area Activities Council, United Way, and the South King Council of Human Services. Section 2. Effective Date. This orainance shall take effect and be in force five (5) days from and after its passage, approval and publication as provided by law.
