AN ORDINANCE of the City of Kent,
Washington, relating to the water utility;
providing for the expedited construction of one
well at the S. 212th Street well site; waiving
statutory Public Works bid requirements; and
declaring an emergency therefor.
WHEREAS, the Kent Springs Transmission Main is out of
service; and
WHEREAS, water supply capability is estimated to be 13.9
million gallons per day (MGD); and
WHEREAS, the peak demand during the summer of 1985 on the
municipal water system was 13.00 MGD; and
WHEREAS, 1985 demonstrated a record year for building
permit issuance, and for the first three months of 1986 there
continues to be increasing development in the City of Kent; and
WHEREAS, 1.42 MGD of the available 13.99 MGD is dependent
upon completion of two ongoing construction projects (Kent/Water
District No. 75 Intertie Pumping Station and East Hill Well
Improvements); and
WHEREAS, the City has potential sources of water from the
City of Renton and Water District No. 111, but that such sources
are secondary and are not guaranteed sources for City of Kent
municipal demand; and
WHEREAS, the City Council finds it necessary to provide
for expedited construction of one well at the S. 212th Street well
site to provide an additional source of municipal water supplies;
and
WHEREAS, statutory bid procedures for public works
projects would not allow for construction of such a facility in a
timely fashion in order that the S. 212th Street well site could
provide resources during the critical summer demand; and
WHEREAS, it is appropriate to waive the application of
the public works bidding requirements by this declaration of
emergency; and
WHEREAS, unencumbered funds in the water utility are
available for this project; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. The Public Works Department be and it is
hereby authorized to immediately proceed with the design and
construction of the S. 212th Street well site, and the Public
Works Department is further authorized to proceed to contract for
the acquisition of pumps, motors, equipment and other
appurtenances, and to contract for construction and installation,
for the purposes provided herein.
Section 2. $300,000.00 is hereby transferred from the
unencumbered fund of the water utility to the existing
S.R. 167/S. 212th Street Well Facility Fund, for the purposes
stated herein.
Section 3. An emergency is hereby declared for the
purposes stated herein, and this project need not comply with
public works bidding requirements.
Section 4. Effective Date. This ordinance shall take
effect and be in force five (5) days from and after its passage,
approval and publication as provided by law.
