Establishing Emergency Management Organization

ORDINANCE NO.
AN ORDINANCE of the City of Kent,
Washington, adding a new Chapter 9.14 to the
Kent City Code establishing an emergency
management organization and providing for
appointment of a director of emergency
management.
WHEREAS, under RCW 38.52.070 each political subdivision
of this state is authorized and directed to establish a local
organization for emergency management in accordance with the Stat(
Emergency Services Plan and Program; and
WHEREAS, the Department of Emergency Management of the
State of Washington has issued regulations Chapter 118-06 WAC
regarding the establishment of such local emergency management
organizations; and
WHEREAS, it is the intent of the City to comply with the
requirements of state law and the regulations thereunder, NOW
THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. A new Chapter 9.14 Kent City Code is hereby
added to read as follows:
CHAPTER 9.14
EMERGENCY MANAGEMENT ORGANIZATION
9.14.010 ESTABLISHED. Pursuant to RCW Chapter 38.52,
there is hereby established in the City of Kent an emergency
management organization for the purpose of performing local
emergency management functions. The emergency management
organization shall represent only the City of Kent and shall
perform its functions only within the City.
9.14.020 DIRECTOR. The Director of the Emergency
Management Organization shall be the City of Kent Fire Chief, or
designated representative, unless and until another person is
appointed by the Mayor. The Director shall be directly
responsible for the organization, administration, and operation o
the emergency management organization.
9.14.030 POWERS. The emergency management organization
shall have all powers granted under RCW Chapter 38.52 as now or
hereafter amended and as may otherwise be provided by law.
Section 2. Effective Date. This ordinance shall take
effect and be in force five (5) days from and after its passage,
approval and publication as provided by law.
