AN ORDINANCE of the City of Kent,
Washington, relating to traffic and
streets; authorizing speed humps on 38th
Ave. S. from Reith Road to Military Road,
and on 42nd Ave. S. (Cambridge Drive)
between Reith Road and S. 268th St.;
establishing standards and directing
installation by the Public Works
Department.
The CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. Findings and Recitals.
1.1 The City Council has previously directed the
placement of speed humps on an experimental basis on 38th Ave. S.
between Reith Road and Military Road to mitigate the impact of
traffic and automobile speed on residential streets.
1.2 Speed humps are hereby found to be an effective and
safe means to control traffic and automobile speed on residential
streets.
1.3 Placement of speed humps has been reviewed by the
Planning and Public Works Committee of this City Council, and
further reviewed by this Council at public meetings. Based upon
the Council's review and receipt of public input concerning the
use of speed humps, it is hereby declared to be in the best
interest of the public health, safety, and welfare to provide for
speed humps on certain residential streets, as designated herein.
Section 2. Placement. Speed Humps are hereby authorize(
for placement on 38th Ave. S. between Reith Road and Military
Road, and on 42nd Ave. S. (Cambridge Drive) between Reith Road an(
S. 268th St.
Section 3. Standards. Speed humps shall be 3-1/2 inches
high and 12 feet in width. The Public Works Department is hereby
directed to install speed humps at locations as identified and
authorized by ordinance; provided, however, that speed humps
shall not be placed on grades exceeding five percent.
Section 4. Ratification and Confirmation. Any act
consistent with the authority and prior to the effective date of
this ordinance is hereby ratified and confirmed.
Section 5. Severability. The provisions of this
ordinance are declared to be separate and severable. The
invalidity of any clause, sentence, paragraph, subdivisions,
section or portion of this ordinance, or the invalidity of the
application thereof to any person or circumstance shall not affect
the validity of the remainder of the ordinance, or the validity or
its application to other persons or circumstances.
Section 6. Effective Date. This ordinance shall take
effect and be in force five (5) days from and after its passage,
approval and publication as provided by law.
