AN ORDINANCE of the City of Kent,
Washington, relating to the Kent Saturday
Market; creating a new Chapter 2.38 in the Kent
City Code; establishing a Kent Saturday Market
Board.
WHEREAS, the City of Kent has long supported the Kent
Saturday Market for its residents and visitors; and
WHEREAS, it is appropriate to recognize the work and
participation of the citizens, merchants, and vendors by official
creation of a citizens advisory body to be known as the Kent
Saturday Market Board; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON, DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. A new Chapter 2.38 is added to the Kent City
Code as follows:
"2.38.010 Saturday Market Board Created.
The Kent Saturday Market Board is hereby
created. The Board shall consist of seven
(7) members, appointed by the Mayor and
confirmed by the City Council. The regular
term for each member shall be three (3)
years; provided however, that two members
shall be initially appointed for one year
terms, and two members shall be appointed
for two year terms. No member may serve
more than two full three (3) year terms.
Members shall serve without compensation
for their services but may receive
necessary expenses actually incurred in
connection with their services to the Kent
Saturday Market Board.
2.38.020 Meetings and Organization.
The Board shall hold meetings at regular
intervals as provided in bylaws adopted by
the Board and shall meet not less
frequently than every ninety days. Members
of the Board shall select a chairperson
from among themselves and such other
officers as they may deem necessary and may
establish rules for the conduct of their
meetings and business of the Board. The
position of a member shall be forfeited and
become vacant if the member fails to attend
three regular, consecutive meetings of the
Board, unless such absence is excused by a
majority of the members of the Board.
2.38 .030 Responsibilities of the Board.
A The Board shall make reports and
recommendations to the City Council,
Mayor and City Administrator
concerning the operation and mainte-
nance of the Kent Saturday Market.
The Board shall serve as an advisory
body to the City Council, Mayor and
City Administrator in all matters
pertaining to the facilities, opera-
tion and maintenance of the Kent
Saturday Market, and the Saturday
Market budget.
(B) The Board shall encourage the public
to express their ideas and opinions in
an open forum conducted by the Board.
The Board shall then review, advise
and make recommendations to the City
Council, Mayor and City Administrator
concerning the promulgation and
enforcement of rules and regulations
concerning the operations of the Kent
Saturday Market; and rules of conduct
and behavior for persons participating
in the Market. The Board shall advise
and make recommendations relative to
the the scope and quality of opera-
tions provided or to be provided by
the Saturday Market.
Section 2. Effective Date. This ordinance shall take
effect and be in force five (5) days from and after its passage,
approval and publication as provided by law.
