HomeMy WebLinkAbout376"--·--- ~ 111 RESOLUTION NO . ;;]__fJ,c A RESOLUTION of the City of Kent, Washington, declaring the intention of the City Council to improve certain streets and avenues in the city by the construction and installation of curbs and gutters, pavement, sidewalks and drainage facilities and to improve a certain area by the installation of a trunk sewer and by doing all other work necessary in connection therewith and incidental thereto, and fixing a time and date for a hearing on this resolution. BE IT RESOLVED by the City Council of the City of Kent, Washington, as follows: Section 1. That it is the intention of the City Council of the City of Kent, Washington, to order the improvement of the following described streets and avenues within the city by the construction and installation of the following described improvements: A. By the installation of cement concrete curbs and gutters, asphaltic concrete paving, and drainage facilities On From To North Railroad Ave. Smith St. James St. George St. Central Ave. Woodford Ave. Woodford Ave. James St. 321' North of George McMillan St. North State Ave. North Kennebeck Ave. Seattle St. Van de Vanter Ave. Reiten Road St. Chicago St. Van de Vanter Ave. 390' West of Reiten Rd. Van de Vanter Ave. Guiberson St. Chicago St. Guiberson St. Van de Vanter Ave. Kennebeck Ave. B. By the installation of cement concrete curbs and gutters, widening the existing pavement with asphaltic concrete, drainage facili- ties, and construction of concrete sidewalks, where required, and re- placing of existing sidewalks where necessary On From To Clark Ave. Smith St. James St. 3rd Ave. West Titus St. West Gowe St. On 4th Ave. 5th Ave. From West Saar St. West Saar St. To West Gowe St. West Gowe St. C. By the installation of a trunk storm sewer On Van de Vanter Ave. From Chicago St. To South to the Green River That it is the further intention of the City Council that all of the above described improvements be constructed and installed with all work, appurtenances and facilities necessary in connection therewith and incidental thereto. Section 2. The estimated cost of the construction and installa- tion of all of the above described improvements and the doing of all work necessary in connection therewith and incidental thereto is hereby declared to be, as near as may be, the sum of $382,654.55, and it is the intention of the City Council that the entire amount of such cost shall be borne by assessments levied in the manner required by law upon the real properties benefited by the proposed improvements. Section 3. For the reason that the installation of the trunk storm sewer described in subparagraph K of Section 1 of this resolution -3- will be of special benefit to all of the properties in the drainage area of such trunk storm sewer, it is the intention of the City Council to levy assessments to pay the cost of such trunk storm sewer and of doing all work necessary in connection therewith and incidental thereto on all the properties within the area bounded as follows: Beginning at the southeast corner of the W 1/2 of Section 19, Township 22 North, Range 5 East W.M.~ Thence north along the north-south centerline of said Section 19 to an intersection with the south margin of Hemlock Street extended east; Thence west along the south margin of Hemlock St. 610.5 feet; Thence north on a line 610.5 ft. west of andparallel to the north-south centerline of said Sec. 19 to a point 135 ft. south of the south margin of Chicago St.; Thence west on a line 135 ft. south of and parallel to the squth margin of Chicago St. 30 feet; Thence north on a line 640.5 ft. west of and parallel to the north-south centerline of said Section 19 to an intersection with the north margin of Chicago St.; Thence west along the north margin of Chicago St. to an intersection with the east line of Lot 16, Block 2, Miller's Northern View Second Addition to Kent, as recorded in Vol. 44 of Plats, Page 7, Records of King County, Washington; Thence northerly along the east line of said Lot 16 and the east lines of Lots 16 and 2 and said line extended north- erly to the north margin of Seattle Street; Thence easterly along the north margin of Seattle St. to the southeast corner of Lot 2, Block 1, of said Miller's Northern View Second Addition; Thence northerly along the east line of said Lot 2 to the northeast corner thereof; Thence westerly along the north line of Block 1, said Miller's Northern View Second Addition and along the north line of Block 1, Miller's Northern View Addition, as recorded in Vol. 44 of Plats, Page 6, Records of King County, Washington, and said line extended westerly to the west margin of Alexander Avenue; Thence southerly along the west margin of Alexander Avenue to the northeast corner of Lot 12, Block 10, Washington Central Improvement Company's Knob Hill Addition to Kent, as recorded in Volume 3 of Plats, Page 97, Records of King County, Washington; -4- Thence westerly along the north lines of Lots 12 and 17, Block 10, said Washington Central Improvement Company's Knob Hill Addition and said line extended westerly to the northeast corner of Lot 12, Block 11, said Washington Central Improvement Company's Knob Hill Addition; Thence westerly along the north line of said Lot 12, Block 11, to the northwest corner of said Lot 12; Thence southerly along the west lines of Lots 12, 13 and 14, said Block 11 to the north margin of Seattle St.; Thence southwesterly to a point on the south margin of Seattle St. 118 ft. west of the west margin of Van de Vanter Avenue; Thence southerly on a line 118 ft. west of and parallel to the west margin of Van de Vanter Ave. to an intersection with the south line of said Sec. 19; Thence easterly along the south line of said Sec. 19 to an intersection with the centerline of Alexander Ave., also known as 88th Ave. So.; Thence south along the centerline of 88th Ave. So. to a point 125ft. south of the south margin of Pine St., also known as S. 258th St.; Thence east on a line 125 ft. south of and parallel to the south margin of So. 258th St., to an intersection with the north-south centerline of Sec. 30, Township 22 North, Range 5 East W.M.; Thence north on the north-south centerline of said Sec. 30 to the southeast corner of Wc_..-ft-, Se:<>l.9Township 22 North, Range 5 East W.M., said point being the Point of Beginning. The estimated cost of such improvement is hereby declared to be, as near as may be, the sum of $26,419.52, and it is the intention of the City Council that 27% of such amount be charged to the property lying between the termini of such proposed improvement and extending back to the middle of the block or at least 90 feet back on each side thereof, and that 73% of the cost of such improvement be charged to the rest of the property within the above described boundaries. Sec. 4. The city's engineers are hereby directed to submit to the Council at or prior to the date fixed for the hearing on this resolution a statement of the estimated cost and expense of such improvements, the -5- portion thereof that should be borne by the property within the proposed district and within the proposed area to be served by such trunk storm sewer, a statement in detail of the local improvement district assessments outstanding and unpaid against the property in this proposed local improvement district, and the aggregate actual valuation of the real estate including 25% of the actual valuation of the improvements in the proposed district, according to the valuation last placed upon it for the purposes of general taxation, together with a diagram or print showing thereon the lots, tracts, parcels of land and other property which will be specially benefited by said improvements, and the estimated amount of the cost and ex- pense thereof to be borne by each lot, tract, parcel of land or other property within the proposed local improvement district. Se~tio~y. All persons who may desire to object to the formation of such district are hereby notified to appear and present such objections at a meeting of the City Council to be held at the City Hall 303 West Gowe Street at 8:00p.m. on June 11, 1957, which time and place are hereby fixed for hearing of matters relating to said proposed improvements and all objections thereto, and for determining the method of paying for said improvements. The City Clerk and city's engineers are hereby directed to prepare and give notice of such hearing in the manner required by law.
