A RESOLUTION of the City of Kent,
Washington, amending the Kent Sphere of
Interest.
WHEREAS the City Council of the City of Kent did
on April 17, 1972 by Resolution 718~ adopt a report entitled
"Kent's Sphere of Interest -Revised by the Kent Planning
Commission -March 21, 197~", and
WHEREAS Resolution 718Aprovided that the City
"shall in the future whenever practical, expand its territory
and provide for municipal services in accordance with said
Sphere of Interest so adopted", and
WHEREAS the growth patterns of the City of Kent
since 1972 and the future growth potential of the City in-
dicate that the Sphere of Interest needs to be reevaluated,
and
WHEREAS the Kent City Council has, in workshop
sessions and in an open public meeting on November 6, 1978,
considered and approved amendments to the Sphere of Interest,
NOW, THEREFORE, IT IS HEREBY RESOLVED
Section 1. That the proposed amendments
to the Kent's Sphere of Interest attached
hereto as Exhibit "A" and incorporated
herein by reference as if fully set forth
herein be and the same hereby are approv-
ed and the Kent Sphere of Interest be and
the same hereby is amended in accordance
herewith.
PASSED at a regular meeting of the Kent City
Council this 4th day of December, 1978.

PROPOSED AMENDMENTS TO KENT'S SPHERE OF INTEREST DOCUMENT
The Sphere of Interest document was adopted on April 17,
1972 by Resolution No. 718A At that time it was recog-
nized that the City needed general guidelines upon which
it could base annexation decisions. ·
Recent annexation proposals have brought to light poten-
tial problems related to continued expansion of the City
eastward. In reviewing the City's Sphere of Interest
boundary, it has become apparent that the boundary lies
too far to the east. Also annexations beyond ll6th Avenue
S.E. appear to be stretching City services to a nonaccept-
able level.
Problems related to the Sphere of Interest document and
solutions to these problems have been brought to the
attention of the City Council in two recent work sessions.
The proposed changes to the Sphere of Interest document
are listed below:
l. Sphere of Interest -extent:
Revise the Sphere of Interest map to provide for
a primary Sphere of Interest, which would be located
just west of 124th Avenue S.E., and a secondary
Sphere of Interest, which would be located along
Soos Creek.
2. Future City Boundaries -extent:
Revise the Sphere of Interest map to show a future
City boundary easterly along S.E. 208th Street to
ll6th Avenue S.E. and southerly along ll6th to the
vicinity of S.E. 272nd Street.
3. Text Changes to the Sphere of Interest
a) Page 2 -Third paragraph
Now reads:
The Sphere of Interest Report is essentially
an elaboration of the policies of the Kent
Comprehensive Plan and is not an official
amendment to the Plan. The Kent Comprehen-
sive Plan, on page 30, calls for "review of
policies on annexations and utility expansions".

This section asks a series of questions, many
of which are answered in the Kent Sphere of
Interest Report. The Comprehensive Plan is a
document that must be constantly revised.
Some revisions are in the nature of official
amendments to the Comprehensive Plan, while
other revisions are merely expansions of
policies of the Plan not requi~ing a formal
amendment procedure. The Kent Planning Area
which is indicated on the Comprehensive Plan
Maps "does indicate the relationship of the
City of Kent to its immediate environs and
serves as a means for coordinating the devel-
opment and the programs of several public
agencies; and it provides a perspective for
evaluating and guiding the future development
of those .areas for which Kent's city officials
do have, or may have in the future, direct
responsibility" (page 4, Kent Comprehensive
Plan). The Sphere of Interest Report does
not contradict the Comprehensive Plan, but
enlarges and expands upon its adopted policies.
Amend to read:
The Sphere of Interest Report is essentially

Now reads:

on a map, it appears that annexations should
not be considered for ar~as east of Lake
Meridian prior to 1990.

Amend to read:

Now reads:
With an area of 16 square miles and a population
of 16,000 plus, with over 60 percent of the land
in the City vacant,
Change to read:
With an area of 17 square miles and a population
of 19,400 plus, with over 45 percent of the land
in the City vacant,
e) Page 22, No. 3
Now reads:
Residential areas adjacent to the City and being
served by Kent water and/or sewer service should
have a high priority for annexation.
Change to read:
Residential areas adjacent to the City and being
served by Kent water and/or sewer service should
have a high priority for annexation if they fall
within one of the areas proposed for annexation.
f) Page 24, Table IV
Delete all dates and No. 10.
g) Sphere of Interest map amended to show a primary
Sphere of Interest, a secondary Sphere of Interest
and a revised future area to be annexed to the
City.
