A RESOLUTION of the City Council of
the City of Kent, Washington establishing
revisions in the 1975 and 1976 Housing Re-
habilitation Assistance Program under the
Housing and Community Development Act of
1974 and adopting program guidelines.
WHEREAS, the United States Congress in 1974 en-
acted public law 93-383, commonly called the "Housing and
Development Act of 1974", and hereinafter called "the Act",
and
WHEREAS, the primary objective of the Act is "the
development of viable urban communities, by providing decent
housing and suitable living environment and expanding economic
opportunities, principally for persons of low and moderate in-
come", and
WHEREAS, the City of Kent has already adopted a
Housing Rehabilitation Assistance Program intended to achieve
the above objective by allocation of $20,000 to subsidize in-
terest on home improvement loans, and $5,000 to guarantee
loans for the same purpose for citizens eligible under this
program, and
WHEREAS, this program has not been fully used by
the citizens of Kent, and
WHEREAS, the City of Kent has found it necessary to
revise the existing Housing Rehabilitation Program to enable a
greater number of persons to participate, and
WHEREAS, the City of Kent desires to enter into an
agreement with the King County Housing Authority and to autho-
rize said authority to undertake the actual rehabilitation of
housing in Kent which qualifies under the program guidelines,
attached to this Resolution as Exhibits A and B and incorporated
herein by reference as if fully set forth herein, NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DO
HEREBY RESOLVE:

1. That the 1975 Housing Rehabilitation Assistance Pro-
gram be extended to October 8, 1976.
2. That the 1975 Program be revised to reallocate the
$25,000 as follows:
A. Interest subsidy already committed
B. Grant Program
C. Administration of Grant Program

3. As of October 8, 1976 or as soon thereafter as prac-
ticable, all unexpended 1975 funds shall be added to the 1976
allocation of $25,000.
4. That the 1976 Housing Rehabilitation Assistance funds
plus the unexpended 1975 funds be allocated to include the
following program elements:
A. Interest Subsidies
B. Outreach Worker
C. Grant Program

D. Grant Administration

5. That the City of Kent enter into an agreement with
the Housing Authority of King County, authorizing said Hous-
ing Authority to purchase materials and perform·rehabilitation
and repair work on homes identified by the City of Kent as
participating in the grant elements of the 1975 and 1976
Housing Rehabilitation Assistance Programs and to carry on
necessary administrative duties.

PROGRAf~ GUIDELINES FOR THE 1975 AND 1976
KENT HOUSING REHABILITATION ASSISTANCE PROGRAM
PROGRAM ELEMENTS
1. Outright Grant (maximum grant of $2,000.00).
2. Interest Sub~idies (maximum subsidy of 12% on a $3,000.00 loan
over a five year term $1,023.60 per horne).
3. · Incentive Grant (maximum grant of $1,000.00 for homeowners who
have secured at least a $1,000.00 loan under the "Interest
Subsidy Program").
ELIGIBLE WORK
1. Work which is needed to bring the structure into compliance
with the standards of the Uniform Housing Code, the Uniform
Building Code, and the Uniform Plumbing Code.
2. Architectural, engineering or other professional services
needed to support the above work.
ELIGIBLE PROPERTIES
1. Must lie within a residential zoning district (single or multi-.
family) .
2. Must not be identified for public acquisition for which funding
is presently available unless that property is being formally
reexamined for potential retention, in which case waivers shall
be considered.
3. The total value of the existing indebtedness in the property
plus the total value of the financial assistance to be given
must not exceed the after-rehabilitation assessed valuation
of the property.
4. After rehabilitation, the property must be insured through an
established:-public or private hazard insurance program, sufficient
to cover the value of the loan and the underlying indebtedness
of the property.
5. Must lie within a residential neighborhood designated by the
City Council as a Housing Rehabilitation project neighborhood.

ELIGIBLE PARTICIPANTS
1. Must be owner/occupant or contract-purchaser/occupant of
eligible property.
2. Must fall within low and moderate income limits (see attached
Exhibit B).
3. Applications will be accepted on a first come, first serve
basis.
