A RESOLUTION of the City of Kent, Wash-
ington relating to support of the efforts of
the King County Housing Authority and the
National Association of Housing and Redevelop-
ment Officials in their suit against the United
States of America.
WHEREAS, the County of King, Washington has had a
Housing Authority operating since 1939, which currently has
3686 units of low-rent housing for low-income families and
senior citizens, included in which are numerous units in the
City of Kent, and
WHEREAS, the Housing Authority of the County of King
is required by the United States Housing Act of 1937, as amended,
and by the Congress to maintain the low-rent character of the
dwellings in decent, safe and sanitary condition, and
WHEREAS, the Congress of the United States has ap-
propriated monies under the Brooke Amendment to the Housing
Authority Act of 1937, as amended, which monies are known as
operating subsidies and are for the purpose of paying the dif-
ference between rents received and the Housing Authority's
operating expenses, and
WHEREAS, the office of Management and Budget has re-
fused to release the Congressionally-appropriated subsidy funds to
Housing Authorities, including the Housing Authority of the County
of King, which will have the effect of rendering the Housing
Authority insolvent and bankrupt by June, 1973, and
WHEREAS, the Housing Authority of the County of King
in an effort to maintain financial solvency and continue to serve
all the citizens of King County, Washington, through the pro-
vision of decent, safe and sanitary housing has joined with the
National Association of Housing and Redevelopment Officials in a

suit against the United States Federal Government to obtain
the release of saind operating subsidy money and the guarantee
of its future payment under the terms of the Federal Government's
Annaul Contributions Contract obligations,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Kent, Washington:
The City of Kent does hereby support and endorse the
efforts of the Housing Authority of the County of King and the
National Association of Housing and Redevelopment Officials in
their suit against the United States of America.
