HomeMy WebLinkAbout731SUMMARY STATEMENT AFFIRMATIVE ACTION PROGRAM CITY OF KENT, WASHINGTON ADOPTED BY RESOLUTION NO. 7-3/ It is the policy of the City of Kent to promote and afford equal treatment and service to all citizens of the City of Kent. It is also the policy of the City to follow the af- firmative action program herein outlined to assure equal employment opportunity on the basis of merit without dis- crimination because of race, color, sex, religion, national origin or age. To assure that the spirit and intent of the above policy statement is carried out, the following guidelines have been prepared: 1. DEPARTMENTAL PARTICIPATION: Each department head of the City will be responsible for carrying out the spirit and intent of the affirma- tive action program. It is our express intent to attract and retain a representative distribution of minority employees within the City, and to develop each employee to his maximum capability. 2. EMPLOYMENT: The City will recruit and hire strictly on the basis of ability, without regard to discriminatory barriers. Openings will be advertised by means which will attract the greatest number of minorities. 3. PROMOTION: Employees will be promoted on the basis of ability and demonstrated performance, without regard to minority status. 4. TRAINING: The City will encourage all employees to take advantage of either institution or on-the-job training. The City will share in the cost of job related training of its employees. 5. INTER-AGENCY COOPERATION: The City will cooperate with all organi- zations concerned with equal employment and the development of minority job opportunities. 6. CONTRACTORS' OBLIGATION: Contractors, subcontractors, and suppliers of the City will affirm and subscribe to the fair practices and nondis- crimination policies of the City and Executive Order 11246 of the De- partment of Health, Education and Welfare. 7. GOALS AND TIMETABLE: The City will ensure that by the end of the 1973 budget year, it has, at least, a minority representation in its work force proportionate to the total minority work force of King County, as it bears to the total work force in King County. 8. REPORTING AND MONITORING: The City will monitor performance of the goals and timetables and will make such reports available to any interest- ed agency. Such report will include work force distribution and minority representation therein. Such reports will be on at least a quarterly basis. 9. POLICY DISTRIBUTION: This policy shall be distributed to all City employees and included in call for bids to contractors. It will also be prominently displayed in City facilities. RESOLUTION NO. 131 A RESOLUTION of the City Council of the City of Kent, Washington, adopting the Summary Statement Affirmative Action Program as an official policy of the City of Kent. THE CITY COUNCIL OF THE CITY OF KENT, WASHINGTON DO HEREBY RESOLVE: That the Summary Statement Affirmative Action Program, attached hereto as Exhibit "A" and incorporated herein by refer- ence as if fully set forth herein, be and the same hereby is adopted as an official policy of the City of Kent. PASSED at a regular meeting of the Kent City Council this 5th day of September, 1972.
