RESOLUTION NO.
A RESOLUTION of the City Council
of the City of Kent, Washington, urging
conferees of the United States Congress
to proceed with all due speed to pro-
duce suitable compromise water pollu-
tion control legislation for enactment
before this, the second session of the
92nd Congress, is adjourned.
WHEREAS, the City of Kent, Washington, is re-
sponsible for the health and welfare of its citizenry; and
WHEREAS, in carrying out those responsibilities it
is incumbent upon the City to provide for the collection and
delivery of sewage and other liquid wastes to the sewerage
system operated by the Municipality of Metropolitan Seattle;
and
WHEREAS, the system operated by the City of Kent,
Washington and the Municipality of Metropolitan Seattle must
meet certain state standards and provide a degree of treatment
which will insure that the health and welfare of its citizens
and the quality of the receiving waters are protected; and
WHEREAS, it is necessary for the City of Kent,
Washington, and the Municipality of Metropolitan Seattle to
undertake planning, design and construction in order to meet
immediate state water pollution control and abatement require-
ments and pending federal requirements; and
WHEREAS, pending water pollution control and abate-
ment projects cannot be undertaken until federal requirements
are defined by law and federal financial assistance is pro-
vided for the planning, design and construction of these pro-
jects; and

WHEREAS, both houses of Congress have enacted
legislation which would define federal water pollution control
and abatement requirements and provide for funding the planning,
design and construction of these projects; and
WHEREAS, a Conference Committee of the U. s. Congress
is currently working on a compromise version of the legislation
previously passed in each house;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Kent, Washington urges the Conference Committee
to proceed with all due speed to provide suitable compromise
water pollution control legislation for enactment before this,
the second session of the 92nd Congress, is adjourned, so that
the City of Kent, Washington, may adequately carry out its
responsibilities to protect the health and welfare of its
citizens and the quality of the receiving waters in the metro-
politan Seattle area.
